Rafaela Rica is the owner of several companies, including the company Iceberg Communication, which was previously called Iceberg Publicity.
This company has created a customer relationship with the Municipality of Durrës, especially with the Roads Company, which is managed by Alion Hysko.
The latter prepares every year-end a tender under the flag of corruption for Rafaela Rica, for the purchase of decorative goods such as balloons, lights, etc.
On November 23, 2023, Alion Hysko signed the next tender for Rica, worth 120 thousand euros.
The tender has been predetermined by bargaining at the table, where the parties are suspected to have divided about 70,000 euros.
The winning offer is 99% of the limit fund and there were no competitors even for the facade. After receiving the money, Rafaela Rica, appears on luxury trips, exotic places and is exposed to lunches and dinners.
On December 1, 2022, Alion Hysko awarded Rafaela Rica the street decoration tender, worth 100,000 euros, in the same abusive form, with a competition, with bargaining at the table, with a winning bid equal to the limit fund.
On November 9, 2021, Rafaela Rica received from Alion Hysko the next tender for the purchase of decor worth 81 million ALL, with an offer almost equal to the limit fund.
The tender itself was a decoration. This time, to create the idea of the competition, the phantom company Primes Albania formally participated in the tender.
This anonymous company is owned by Suela Tuci, who is actually an employee of Rafaela Rica's company Iceberg Communication, which won the tender.
Suela Tuci is simply an argate of Rafaela Rica, who was used by the latter for the fraud and theft scheme with Alion Hysko.
Suela Tuci must have been tipped.

But the main client in the distribution of public money is director Alion Hysko. The latter dictated with corrupt tricks the decoration tenders for Rafaela Rica even before the holidays in 2018, 2019 and 2020.
The letters show a consolidated scheme of cronyism and corruption.
But Rafaela Rica has finalized the most significant affair with the emblem of corruption in Albania, Dritan Agolli, by sharing 600 thousand euros without doing anything, just photocopying some papers./Prapaskena
