The former mayor of Bulqiza, Lefter Alla, seeks freedom in the Supreme Court.

The former mayor accused of "violation of equality in tenders" and "abuse of office" appealed the decision of the Appeal that did not replace the measure of "prison arrest" against him to a milder measure.

On September 16, the Special Prosecutor's Office officially submitted to the court the file in charge of the former mayor of Bulqiza, Lefter Alla and 12 other people.

Alla was charged with the criminal offense of "Violation of the equality of participants in public tenders or auctions" and "Abuse of duty".

Former officials of the Bulqiza municipality and various businessmen are suspected of abusing a tender worth about 3 million Euros.

Based on SPAK's investigations, it has been proven that the law on public procurement has been violated for the tender with the object "Construction of the water supply network and distribution network and construction of the KUZ network", Old neighborhood, Bulqizë city, Bulqizë Municipality".

For this tender, the economic operators "Egland Sh.pk" and "BE-IS" Sh.pk were announced as winners. The prosecution informs that the officials of Bulqiza Municipality, specifically citizens Lefter Alla, Enkeleda Lleshi, Rubin Kola, Arsen Gjoka, Kujtim Zogu, Denis Xholi, Leonard Daçi and Erjon Isaku in cooperation with each other due to acquaintances or connections with the suspect Rasim Daci, who is the "de jure" beneficiary of the tender and the suspect Aqif Konesha, who is the "de facto" beneficiary in the tenders carried out by the Bulqiza Municipality, they have privileged them.

According to SPAK, advantages have been created for these two subjects both during the procurement procedure by declaring it the winner without fulfilling all the criteria set in the standard tender documents, but also during the phase of the implementation of the works because the works were carried out by Aqif Konesha's company. who was not declared the winner in the tender procedure where he competed, as he did not meet the legal criteria. 

Also, it turns out that the two winning companies have subcontracted Konesha to carry out the works. During SPAK's investigations, it was proven that monetary payments were made by the company announced as the winner of the tender in favor of the investigator Erion Isaku, who had the capacity of a member of the Public Procurement Commission in this procedure.

SPAK points out that Lefter Alla and Enkeleda Lleshi with their inaction have allowed the works to be done de facto by the company of the investigated Aqif Konesha that does not meet the conditions and criteria for carrying out these works. Konesha's company did not have the necessary licenses to carry out specific works for the aqueduct, which is an object of vital importance for the citizens of Bulqiza Municipality.
