According to the data and documents provided by Prapaskena, the builders, in cooperation with the local authorities, have used a frightening and illegal scheme to build without any plans and rules.
While the "invasion" of Shengjin by constructions with or without permission has not stopped, the area of Rana e Hedhur is among the most coveted. In a fairly short period of time, it has been filled with multi-storey buildings, while one of the construction oligarchs there is the businessman Liman Gjoka.
Through the "Amfora" company, Liman Gjoka has erected a multi-storey building near the sea on the side of the main road, occupying every public space.
According to the documents provided by "Prapaskena", the project was not implemented according to the construction permit granted by the Lezhë Municipality, as referring to the regulatory plan of that time, the construction of buildings with more than 5 floors is not allowed in this area, while the facts on the ground show the opposite. . The "Amfora" company did not ask about the state, as it seems that it managed to lure the responsible institutions such as the Lezhë Municipality, IKMT, the Police or the Prosecutor's Office, which have turned a blind eye to the non-implementation of the law.
Due to the problems, the facility owned by businessman Liman Gjoka was also the target of attacks with explosives during its construction. In 2020, I put tritol twice in the span of a few weeks and everything was related to the occupation of the property by the "Amfora" company, which despite the attacks achieved its goal by implementing its plan, since the 10-story building is almost completely finished.
This construction is evidence of what is happening in Shengjin during the last five years, where with the blessing of the responsible institutions including Lezhë Municipality, IKMT, the Police and the justice bodies, you can do whatever you want, but all you need is money.
An investigation by the SPAK Special Prosecutor's Office is enough and many people can go to justice for this damage that has been done and will continue to make the tourist area of Shengjin one of the pearls of the Albanian coast.
Massacre with illegal constructions
Five years ago, specifically in 2019, the Albanian government blocked construction permits in Lezhë Municipality, which also includes the Shengjin tourist area, as they conflicted with the regulatory plan.
But surprisingly, the construction sector, mainly on the coast, has not stopped for a single moment during these 5 years.
Dozens of new multi-storey buildings have been built during this time and others are in process along the entire coastline from Kunja to the area of Rana e Hedhur.
According to the data and documents provided by Prapaskena, the builders, in cooperation with the local authorities, have used a frightening and illegal scheme to build without any plans and rules.
Through the documents issued by the District Council, an institution run by Agron Ivani, and with the signature of the employee of this institution, Ferdinand Ndoj, construction permits were issued, at a time when the district has prohibited such activity by law since 2009. but in this case this department has assumed the role of the prime minister by signing construction permits.
Other law-enforcement institutions such as the Lezha Municipality, the Territory Protection Inspectorate led by Rigels Nicaj, the local police and the prosecutor's office have also become part of this criminal scheme.
With their blessing, multi-storey buildings have been allowed to be erected in Shengjin and many more are in the process, since the responsible institutions, it seems, have shared the "cake" together to allow this scandalous activity, where the constructions have occupied every part of coast of Shengjin.
The scandal goes even further where, after being built with completely falsified documents, these objects apply to be legalized, so that the apartments are ready for sale.
The peak of this process reached during the campaign for the local elections of 2023 where many constructions flourished, as everyone put themselves at the service of the ruling party to win the Municipality of Lezha.
But a few months after the victory of the elections, it seems that the "waters" broke with some of the builders, where the Municipality, through the Local Inspectorate of Territory Protection, blocked their works, since apparently they had not met the expectations in the elections and others were allowed to act.
But the biggest surprise is that the justice bodies have become parties to this massacre that is taking place in the tourist area of Shengjin.
Although the Lezha Prosecutor's Office has a legal obligation to investigate and bring the responsible persons to justice, it has only pressured the builders to share the cake without performing any other action.
What happened during these five years in Shengjin with the constructions and continues to happen is one of the biggest crimes that is being done to this tourist area, and those who are benefiting are a group of construction oligarchs and corrupt local officials.
An investigation by the Special Prosecutor's Office "SPAK" is enough, and many people can go behind bars in connection with the massacre of buildings in Shengjin./ Prapaskena
