Two days after her presentation to Prime Minister Edi Rama and her inauguration, the Minister of Health, Evis Sala, left her duties to her subordinates and fled to Italy for two weeks, informing them that she would return to the ministry on October 2, 2025.
According to information provided by "Pamphlet", Minister Evis Sala went to report to her job as head of the Center for Diagnostic Imaging and Oncological Radiotherapy at the Polyclinic of the "Gemelli" Hospital in Rome, as well as a lecturer at the university of the same name.
She did not go to make the deliveries, but to fulfill the obligations she has in Italy under a private contract, in parallel with her duty as Minister of Health in Albania according to the agreement with Rama. The minister's two-week trip to Italy a month suggests that it was done in agreement with Rama, to keep her jobs at "Gemelli", while for the other two weeks she will be a minister in Albania.
According to the regulation, it should be every Wednesday at the government meeting, but for this it seems that it is intended that Evisi will vote on the decisions online and sign them once every two weeks when he returns to Albania, while the tenders will be signed by subordinates and checked by Diella's "college".
Even in Parliament, she has to go once a week as a minister when the sessions are held, but the fact that she is not an MP and does not have a vote for the government, leaves her room to appear twice a month when she is in Albania. Rama himself even goes to parliamentary sessions once every three months.
When she returns from work in Italy, Minister Evis Sala is expected to justify that she went to receive the platforms of healthcare reform in Albania, with the aim of making medicine "a leader in the Balkans and competitive in the world." But from her speech on the day of the presentation and from her trips to and from other jobs in Italy, it is clear that Evis is not interested in the problems of Albanian healthcare.
Rama seems to have brought his friend Evis Sala to Albania and appointed her as a minister to "make as much money as she can, without being hindered, and then to return to Italy. Just as he brought many friends from abroad after 2013, including Mirela Kumbaron, who has been minister three times in the sectors of culture, tourism, environment and education, where "money is made in bags".
The question is: did Rama also bring in Evis Sala for the same purpose? Because the health sector has millions of euros in tenders for investments, medicines, food, equipment and medical materials, which go through well-known clients such as Janis Karathanos, Tom Doshi, Kliti Hoti, Nikolin Jakaj, Dorian Sadiku, Rasim Hamzaraj, Lefter Lamaj, Nik Halili of the "Ndrangheta" group, etc., with whom Ilir Beqja, Ogerta Manastirliu and Albana Koçiu have previously collaborated.
Evis Sala knows well what has been done with health funds with Rama's "blessing". This is the reason why he accepted this task, to benefit and leave again "without getting a thorn in his side".
The minister is not financially disadvantaged, as in addition to her high salary in Italy, she continues to be paid 15 thousand euros per month as the director of the "Western Balkans" University of the American Hospital in Tirana, to which she will now, as Minister of Health, sign the payments for the dialysis concession./ Pamphlet
