Passport scandal, director orders contract extension, threatens and fires subordinates
The passport company, "IdentiTek", appears to have become a hotbed of abuse, fraud, violations, and personal gain.
After the departure of "Aleat", the government decided to take over the production of passports and identity cards, creating the company in question. But the reason seems to have been to hire certain people and steal as much as possible.
Initially, Loina Prifti was appointed administrator, and the first thing she did was set herself a salary of 15 thousand euros. After Ervin Hoxha took office as Minister of the Interior, in October 2024 she was dismissed and a 32-year-old, Freskida Halilaj, was appointed to that position. But before she had even spent a year in office, Freskida seems to have started with a bang, having turned the company into a den of corruption and abuse.
" Pamphlet " has learned that for several months, debates and clashes have erupted within the company, and the cause has been a tender, which is very suspicious.
During the time that the first director, Loina Prifti, was in office, a cooperation contract was signed with “ AFIS and Biometrics Consulting Inc ”, with the object of “ Service for IT Systems in the Field of Biometric Document Production ”. The contract was signed on July 24, 2024 with a 6-month term. So, it was supposed to end on January 24, 2025. But what happened?
Freskida Halilaj has requested that the contract term be extended, based on a point, which states that the contract can be extended up to 9 months, but only if there has been a work interruption within 6 months of its implementation. According to sources of "Pamphlet " , during the 6 months the contract has been fully implemented and not only that, but the company, instead of submitting 4 reports as agreed, has submitted only 2 consultancy reports.
She also has not presented any evidence that her work was hindered. Despite this, Director Freskida Halilaj has ordered her subordinates to sign contract extensions until April 25, 2025, and over 600 thousand euros are at stake.
According to sources, she gathered her subordinates in a meeting and made it clear that this contract must be signed, otherwise anyone who refuses will be fired. At that meeting, there were several voices against it, making it clear that it is a flagrant violation of the law and they cannot go to jail for her interests.
After this meeting, Freskida Halilaj started the purge, firing all those who refused to sign the contract. There was even pressure of the type: " either sign, or leave your job ." Some, out of fear of being fired, signed; while others who refused were fired.
UK audit
The scandal becomes even bigger, as this contract was found to be in violation by the audit of the Ministry of Interior. According to the report with the administration's letter to the Ministry of Interior dated 28.09.2023, the classification of the project "Consultancy service for IT systems in the field of biometric documentation production" was requested, for which exhaustive arguments were sent by the procurement managers and the audit drafters in reference to the DCM no. 389, dated 29.06.2023 and the arguments of the chief state auditor according to the audit of ACESK (followed by the Ministry of Interior with no. prot. 8473, dated 07.09.2023), IT cybersecurity and the audit of ACESK (followed by the Ministry of Interior with no. 8473 prot., dated 07.09.2023).
The Minister of Interior was also involved in the development of the procedure for the approval of the procedure "Consultancy service for IT systems in the field of biometric documentation production", with the involvement of the firm of the Minister of Interior.
In this procedure, 3 economic operators have presented their offers and documentation. It is worth noting that technical specifications, evaluation criteria, requirements for technical qualification, previous experience and the composition of the technical staff that will provide the service have been drafted. For these, letters have been sent in accordance with the DCM, by the IT Directorate. At the end of this procedure, it results that:
The economic operators that participated are: Deloitte Albania; ATIS LLC; Biometrics Consultech ABC.
At the end of the bid evaluation procedure, the qualified economic operator and declared the winner is: “Biometrics Consultech ABC”, with a value of 684,000 euros. The others did not pass the evaluation due to non-fulfillment of the technical criteria. However, the Ministry of Interior found the announcement of the winner to be a violation:
-The working group has drafted the technical specifications, the terms of reference, but has not argued whether they can be divided into lots and the work processes can be carried out by the Company itself, in order for the request for the argumentation of the fund to be in the same line.
-There is no justification document for the selection of operators to be invited, nor any justification for determining their number. The selection has no predetermined criteria with an impact on the entire continuation of this procedure, which has contributed to the lack of competition.
-In the invitations to bid sent to the selected companies, the deadline of 3 weeks for submitting bids was requested, but the process was not closed with the two bids submitted on time, but this process was postponed by one month until the third bid was received, which was also the winner (discussed below). The communication of the companies was not determined in advance; meanwhile, according to the data in the companies' emails, the communication representative was Dritan Gucaj (who did not sign the letter addressed to the companies - request for bid).
-For the execution of the contract, the period was set at 9 months from the conclusion of the contract and 6 months for execution, without explaining and arguing why the 3-month difference was left.
-He did not provide an argument for the selection and technical specifications.
-For the purpose of calculating the cost as accurately as possible for the project, the value of 47,515,465 lek given in the decision was not detailed and substantiated.
-It has not determined the procurement procedure, based on the responses received from the requests sent for price and availability.
-It has divided the project into four phases, but the definition of the method of project implementation, cost and recommendations for each phase is missing.
-So, despite the violations and abuses, Freskida Halilaj forced subordinates to sign for the extension of this contract. Undoubtedly, this is a flagrant violation and one that should be taken up by SPAK and the names involved should be held accountable.
Scandals within "IdentiTek"
According to sources from " Pamphlet ", after Freskida Halilaj took office, the offices of "IdentiTek" have become run-of-the-mill places.
Halilaj herself is suspected, first of all, of having nothing to do with this job and, also, of not having a higher education degree at all. She has appointed incompetent and unprofessional people around her and the institution is more like a structured criminal group, a pyramid or a spider's web, who steal state money and report to her about the employees who are with her and should stay on the job, while those who are dedicated, professional, but who think differently and do not implement her illegal orders, are fired from their jobs.
It is learned that she has appointed her loyalists to the Human Resources Department, appointing them as advisors, directors, etc.
"IdentiTek" has turned into an office of terror. Anyone who speaks against the director and disobeys her is immediately fired.
Who gives so much power to Freskida? We understand that Babloku talks about meritocracy and dismissed most of the directors in the municipality, but he should also see these in Tirana, as they are the ones to cry about. /Pamphlet
