The High Prosecutorial Council has not implemented its legal obligation to appoint the new head of the BKH. The process has entered its third month of deadlock, despite the deadlines clearly set in Law 95/2016. Pamphlet sources report influences from political structures and interests that aim to fully control corruption investigations.
The Chairperson of the High Prosecutorial Council, Mirela Bogdani, is continuing the game dictated by the political domes, the oligarchy and the mafia circles, to delay the election of the new director of the BKH, until they reach an agreement, to place their trusted and subordinate at the head of the BKH. It is now a fact that, in collaboration with the head of SPAK, Altin Dumani, the head of the KLP; Mirela Bogdani, dismissed the Director of the BKH, Aida Hajnaj, on the date of the end of the mandate on September 1, 2025, when according to the law, she was supposed to stay until the successor was appointed.
But for nearly 3 months, in open violation of the law, she has not been electing the new director of the BKH, leaving the structure of the special investigation, with a commissioned director, also in violation of the law, because he is one of the 7 candidates. On the day of the annual report in parliament, Mirela of the KLP, after being distracted by fabricated reasons for not electing the new director of the BKH within the legal deadline, said that he would be elected by November 10, 2025, but deceived again. The end of the third month is approaching, that the BKH has been without a legal director, in violation of Law no. 95/2016 on the organization and functioning of the special procedure, but the KLP has no concrete deadline to end the delay. Since April 7, 2025, when Dumani opened the competition, the process has been delayed at every stage:
-Physical and professional tests were postponed several times;
-The truth test (Polygraph) was conducted late;
-The verification of the candidates' image and assets was supposed to be completed on August 20, but it is said that it has not been completed yet.
To hide the real reason why the election of the new head of the BKH is being delayed, the head of the KLP, Mirela Bogdani, is continuing to use the excuse that the integrity and assets of the candidates have allegedly not been verified, when this procedure lasts a maximum of 1 month and should have been completed by August 20, 2025. Information sources of "Pamfleti" say that behind the scenes, the delay in the election of the new director of the BKH is related to major political bargaining for the control of this key structure for the investigation of corruption and organized crime. Apparently, the delay is related to the scenario that the new head of the BKH is elected in December before or after the election of the new head of SPAK, in order to unify the leadership of the entire Special Prosecution Office, with leaders that they have predetermined.
The institution that will decide on the election of the heads of the BKH and SPAK; is the High Prosecutorial Council, headed by Mirela Bogdani, known as the "waitress" of the political elite that placed her in this position, to appoint prosecutors according to orders and interests.
