Residents protested against the donation of community lands for photovoltaic parks, but were faced with violence from SP councilors, "cubas" called in by the mayor, and arrests ordered by the police. While Xhakoli deceives with fictitious consultations, dozens of hectares of land are given to his clients, leaving residents landless and without rights.
On November 10, 2025, residents of the village of Çërravë in Pogradec protested inside the Municipal Council meeting, against the bargain made by Mayor Ilir Xhakolli, to donate 30.3 hectares of land to his friends and clients, which the residents use for livelihoods.
As stated in the request dated August 21, 2025, addressed to the Municipal Council, Mayor Ilir Xhakoli has promised this land area of the village of Çërravë to a private entity for the construction of a photovoltaic energy production park.
But the residents' just complaint was met with physical violence from SP councilors and local "cubs" inside the meeting hall, attacked by the mayor of Pogradec, Ilir Xhakolli, who was present to approve the deal to rob residents of their land.
Instead of backing down from his corrupt bargain, Mayor Xhakolli sided with the violent councilors and "cubas"; he even ordered the Pogradec Police to arrest the representative of the protest of the residents of the village of Çërravë, who was physically assaulted, and threatened others not to protest against the land grab.
So, the bargains to rob the lands and get the millions are made by Mayor Ilir Xhakoli, while the beating and the prison are "eaten" by the residents who come out to defend the lands of their village.
In this specific case and in many other tender cases, the person who should be arrested is Mayor Ilir Xhakoli, who, without the knowledge and approval of the residents of Çërrava, stole their land to give to his friends and clients for energy businesses.
In fact, in the report dated August 21, 2025 that Mayor Xhakoli addressed to the Municipal Council, he lied, claiming that the lands of Çërrava were barren and that on August 18, he consulted with the residents and obtained their consent.
Ilir Xhakoli made the same bargain and fraud for 88 thousand m² of community land, given to the companies "REJ Sh.pk", "GREEN ENERGY Sh.pk" and "Renx Albania Sh.pk" for the construction of photovoltaic parks, while the residents were left without land and without collective forests.
