SPAK's investigation into the surgical equipment affair, in addition to the theft of nearly 70 million Euros with cost falsification, has also revealed the favoritism that Ilir Beqja gave to concessionaires Ilir Rrapaj and Umbro Staccini, giving them free medical facilities and millions of lek per year in energy and water paid by the Ministry of Health.
But according to official documents, it turns out that the same financial favoritism with public assets, or more precisely, organized theft, was made possible by former minister Ilir Beqja and Vilma Nushi with the "Check-up" concession.
According to Contract No. 30821/20, dated January 7, 2015, signed by Ilir Beqja, it is said that for the medical check-up concession, the completed facilities that "3P Life Logistic" and PPP "Check-up" will select in hospitals, clinics and health centers of every residential center of Albania.
Taking advantage of this favoritism, Vilma Nushi has usurped 317 state medical facilities free of charge in hospitals, clinics, ambulances and health centers of the areas, for which she has not paid rent for 8 years, let alone 11 million Euro per year private business with public taxes .
