When Edi Rama catapulted Oltion Çaçi to the position of mayor in Saranda, "Pamphlet" warned that he was selected by the construction mafia and a media owner connected to him and Bablok, as a "puppet" who will fabricate and sign the robbery public lands for the construction of towers and hotels.
In the black list, the mafia of towers also included the historical building of the former Italian Consulate, built in 1924, property of the Municipality in the center of Saranda, known as "Bar Lulishte "Butrinti".
After taking office in June 2023, the mayor Oltion Çaçi almost found the 100 thousand Euro fund for the reconstruction of this rare building in terms of history and architecture, but he let it degrade further.
Three times, the mayor Oltion Çaçi has made a plan to raze this building, calling it "Gërmadhë that disfigures the center of Saranda", but after public pressure and opposition councilors, he withdrew, but did not give up the scenario to raze it. .
On April 5, 2024, in the middle of the day and without any sign of smoke, the "Bar Lulishte Butrinti" building in Saranda was engulfed by large flames, simultaneously in the entire building and the external environments, creating the belief that everything had been sprayed with gasoline.
The preliminary investigation found the first indication that the burning of the "Bar Lulishte Butrinti" building in Saranda was orchestrated by the Mayor of Saranda, Oltion Çaçi, with the order and guarantee of immunity from the governmental and media "Divani" in Tirana.
This evidence, which even without conducting any investigations, proves that the burning of the building was ordered, is accompanied by the fact that the fire team under the Municipality of Saranda, which is located 400 meters away, went there 1 hour after the fire broke out, although it received dozens of notifications about the flames
That the burning of the building was the scenario of the mayor, builder Oltion Çaçi, is also proven by the fact that the fire brigade team, in addition to going 1 hour late, went to extinguish the fire with only 1 rubber hose with a section from those that irrigate flower gardens, but and without the right amount of water and auto-scale equipment, while the mayors did not react at all.
To extinguish the voices that are circulating in Saranda, even inside the municipality under the noise; that the burning of the historical building was a scenario ordered by the mayor Oltion Çaçi, who, before the fire was extinguished, dismissed the fire chief, Vladimir Kondi.
He fired him for "Non-performance of duty"; when the task he had received was to go after the fire engulfed the whole building and let it burn, then go with the hose to water the flowers.
