An in-depth investigation by SPAK and BKH has uncovered a scheme to conceal financial income and falsify annual balance sheets by the construction company "Kontakt Sh.pk" and their group of partners, Fatmir Bektashi and Jamarbër Malltezi, with the help of the private auditing company "BDO Albania Sh.pk".
This company, run by Limos Malaj and Besjana Doda (sister and father of the Minister of Finance, Petrit Malaj), has been a mechanism to legalize illegal assets and deceive tax authorities by certifying false balance sheets.
According to the investigative file, this scheme was used to cover the construction and sales of 690 apartments and 185 villas that were reported as sales, while in reality, many more were sold, creating a large difference in the income that was declared.
The auditing company "BDO Albania", which played a key role in this scheme, has certified as accurate the suspicious balance sheets of the company "Kontakt Sh.pk", hiding income and manipulating documents to pass them without verification by the tax authorities.
Furthermore, Minister Malaj’s family has used its connections to secure false audits in subsequent years, using “UHY Elite Sh.pk” as a satellite company and employing individuals like Eldar Kazo to support this illegal process. The audit for this period has been the same, justifying small variations in the figures, while the reality has been different.
Another worrying aspect is the manipulation of Census-2023 data by "BDO Albania" and the impact on the financial data of construction companies.
This manipulation, aided by Minister Malaj's political connections, was intended to cover up the acquired assets and avoid investigations into illegal activities occurring in the field of construction and illegal business.
