A major scandal has erupted in the Vlora Cadastre, where the new Director, Genc Deromemaj, appointed by Prime Minister Edi Rama on June 24, 2025, has been involved in a series of abuses and dubious schemes related to providing land with ownership certificates through false documents.
This act has become the subject of numerous denunciations from legitimate landowners, who have faced the occupation of their lands by individuals connected to the criminal world and various businessmen.
The filed complaints have revealed that Director Deromemaj has begun providing these lands with ownership certificates, even those that are under seizure measures by the prosecution and that are involved in legal proceedings.
According to information from a Judicial Police officer at the Vlora Prosecutor's Office, so far, Deromemaj has approved 1,120 applications for the provision of certificates, of which 310 were provided in violation of the law. 130 of these lands are under seizure by the justice authorities and are part of investigations for serious violations of the law.
After his appointment, many landowners have expressed disappointment and concern over the way Deromemaj has started issuing these certificates for lands that were looted and occupied with false documents. This move has raised suspicions about his strong ties to senior figures in the Socialist Party and the possibility of using his position for illegal interests. According to sources, all these actions may have a clear purpose: to cover up suspicious land and real estate transactions involving high-ranking government officials and powerful people connected to this government.
In addition to the abuses of stolen lands and their provision with certificates, Genc Deromemaj is also involved in another scandal related to his previous activities as part of the Democratic Party. Deromemaj, who was the head of the DP branch in Vlora, had close business ties with SP government officials.
In 2016, he received a 35-year concession for the construction of the Yacht Port in Shëngjin, while at the end of the DP's mandate, he was awarded another concession for a hydroelectric power plant in Mat.
In 2023, he created a new construction company, "DM Vlora Sh.pk", in collaboration with Knidi Merkaj, the Chairman of the DP Youth Forum in Vlora.
This business partnership further raises suspicions about his dubious connections to powerful political figures and the possibility of using his positions to launder wealth and aid in illicit gains.
Recently, Merkaj and the youth of the DP youth forum abandoned Sali Berisha and joined Edi Rama, showing another tactical move to serve the interests of the government at the most critical moment in Albanian politics.
Manipulation of the ownership process and abuse of state opportunities
The scheme pursued by Genc Deromemaj to launder wealth and illegally issue property certificates is another example of the abuse of state power and the manipulation of the property process in Albania. This move aims to distribute stolen assets and could create a controlled system that favors powerful individuals and groups, excluding ordinary citizens and undermining trust in the justice and transparency of the state.
The complaints filed against Deromemaj and the investigations that may be conducted into this matter are an important step in understanding how the Albanian state has been a tool in the hands of individuals closely connected to power, who are illegally benefiting from their positions.
This scandal, which concerns the granting of permits and certificates for stolen properties and the manipulation of the property system, requires an in-depth investigation by the justice authorities and SPAK to uncover how this abuse occurred and to ensure that justice will be at the service of citizens and not of powerful individuals who are using the state to realize illegal benefits./ Pamphlet
