The dubious Green Tower construction scheme: How Titan Konstruksion and Refki Peposhi manipulate permits and violate citizens' rights
Another major scandal has erupted in Tirana, this time related to the construction of a new building, “Green Tower”, which is being built by the Titan Konstruksion company run by Refki Peposhi. This company, known for its strong political connections and involvement in several previous abuses, has exploited a system of violations of the law to carry out a construction that has directly affected the interests of citizens and public spaces.
Permit forgery and suspicious government moves
On August 20, 2024, Refki Peposhi, with the approval of Prime Minister Edi Rama, received a construction permit for a tower in the heart of Tirana with 18 floors above ground and 3 underground. After the approval of the project with 3 floors underground, he made an unexpected change, adding a fourth floor for underground parking. This move raises strong suspicions of manipulation and falsification of the permit, requiring a new study of the environmental impact and the structure of the building foundations. This constitutes a possible violation of the law, putting the city and residents at increased risk.
Furthermore, this construction will directly affect the lives of residents of two buildings next to it. Specifically, the entrance to the underground parking lots of the Swarovski building and another adjacent building will be blocked. Over 50 underground parking lots will be blocked for a long period, causing a serious interference in the constitutional rights of citizens to use their properties. According to residents' claims, they will be unable to use the parking lot for about four years, as Titan Construction's works will continue.
Collisions with public spaces and serious violations
Another issue that has concerned citizens is the opening of a large pit for the construction of the Green Tower. This new enclosure is occupying public sidewalk spaces, blocking citizens' access to several important parts of the city, including the sidewalks in front of the Police Department and the Boulevard. This development has caused a great upheaval, making it difficult for citizens to pass through and endangering existing infrastructure.
Another concern is the risk being posed to the buildings surrounding the construction, which are exposed to potential damage from the numerous works and changes being made in the area. The calculated distance between the buildings and the construction site is less than 3 meters, a clear violation of building regulations and a risk to the lives and property of residents. Those responsible, such as the Environmental Inspectorate and the IMT, have not intervened to prevent this flagrant violation.
Attempts to hide and possible manipulations
Another suspicious element in this story is Refki Peposhi’s connection to senior Socialist Party politicians and his previous conflicts with Prime Minister Edi Rama. Peposhi is a well-known name in Tirana for his connections to powerful political structures and for previous abuses in construction, including the construction of the “Portokalli” building near the Police Directorate, a building to which 3 floors were added without permission. The residents of this building have been deceived for a long period, as the apartments have been sold several times, and they have still not been able to get the mortgage.
In this context, Refki Peposhi's movements in the Green Tower development, as well as the manipulation of construction permits and falsification of documents, raise strong suspicions of an attempt to line the pockets of some individuals connected to power, while citizens and property owners are left in oblivion.
