The issue of low pensions is a big vote problem for Prime Minister Edi Rama, because the reactions and protests of pensioners have started, especially after the mockery of the 4.1% indexation, while the salaries of MPs and ministers were doubled.

In the farcical meetings with pensioners, most of whom were SP militants and parents of state administration employees, Prime Minister Edi Rama admitted that pensions will not increase even in 2025, but there will only be 1 indexation in the amount of 2-3% , a fact reflected in the new draft budget.

Babloku is swearing that the government has no financial possibility to increase pensions, but the possibilities are there, because the budget of 2025 is 600 million Euros higher than that of 2024, or 80 million Euros more than the fund that the government grants as support for the pension scheme.

So, if during 2024, the government has subsidized pensions with 500 million Euros; in 2025, 600 million Euros will be added to a total of 1.1 billion Euros, while the pension fund for the next year will be 1.8 billion Euros.

But pensions cannot be increased, because 12% of the annual budget is paid for PPPs and concessions of public services, and the state does not receive even 1 penny from PPPs, economic concessions, "1 Euro" contracts and assets that are given to strategic investors .

Several times in the years 2017-2020, the IMF has asked the Albanian government to stop the ongoing PPPs worth 1.3 billion Euros, and not to approve other PPPs; but Prime Minister Edi Rama refused and continued to fabricate others worth an additional 250 million Euros.

While in the years 2021-2023, when the pension scheme was put into difficulty, the IMF in cooperation with the World Bank and the European Central Bank, refused the Albanian government, the receipt of 3 debts to cover the pension payments.

As an opportunity to cope with the pensions scene, the IMF, in November 2023 and in June 2024, proposed to the Albanian government that some PPPs, concessions and "1 Euro" contracts be transferred as anonymous companies under the administration of the Institute of Social Security.

The idea of ​​the IMF was to give the Social Security Institute concessions for oil, copper and chrome, HPPs, which are state assets and have been generating 100% income for private individuals for 25 years.

These concessions will be such a large financial source for the Social Security Institute that 100% of the annual pension fund is provided only by the oil extraction concession granted to the company "Bankers" and the income from the oil and gas wells. that were given to 3 other companies.
