For 3 days, the Directorate of the Sea Port of Durrës and the Border Police, which are under the direct authority of the Prime Minister Edi Rama and the Minister of the Interior Ervin Hoxha, are not allowing the anchoring and unloading of the ship that has returned 2100 tons of toxic waste of the mafia company "Kurum" ".
These wastes were secretly trafficked to Thailand, through the metallurgical company "Kurum" and the transport company "Sokolaj Sh.pk", in cooperation with the Minister of the Environment, Mirela Kumbaro, who provided them with an environmental permit and the former Director of the Durrës Sea Port, Pirro Vengu who allowed them to leave the port.
It is said that the Prosecutor's Office of Durrës has started an investigation into the trafficking of toxic waste of the "Kurum" company, but has not made public any criminal proceedings for the case and the authors of this waste trafficking, which Thailand returned to Albania.
According to the Code of Criminal Procedure, the issue of toxic waste traffic must be investigated by the Special Anti-Corruption Structure of Organized Crime - SPAK, because this crime has two elements of criminal offenses that are investigated only by SPAK:
1. Trafficking of the toxic waste of "Kurum" is an organized crime committed by more than 3 people, connected in the interest of profiting from this crime.
2. In the organized crime of "Kurum" waste traffic, 2 high-ranking state officials were involved, specifically the Minister of Environment, Mirela Kumbaro and the former Director of the Durrës Sea Port, Pirro Vengu, appointed Minister of Defense, 3 days after the toxic waste was seized in Thailand.
According to the Penal Code, these two ministers should be prosecuted, arrested and punished, provided by Article 201/b, with the object "Transportation of waste entering, leaving or transiting the territory of Albania in large quantities, in violation of the requirements of the law, is punished with a fine or 5 years in prison.
It has already been proven that the toxic waste of the "Kurum" company was trafficked with an organized scheme to Thailand from the Port of Durrës; with the official permission of the Minister Mirela Kumbaro and the Director of the Durrës Sea Port, Pirro Vengu, currently the Minister of Defense.
In Law No. 9130, dated September 8, 2003 for waste, it is determined that permits for their import-export are approved only by the Minister of Environment, while the permit for the introduction of waste, loading and exit from the territory of Albania through the Durrës Sea Port is approved only by the director of the port.
SPAK should also arrest Hatixe Kurumi, owner of the Turkish company "Kurum" who is an Albanian citizen; but also Gjovana Sokolajn, the owner of the company "Sokolaj Sh.pk", who have cooperated with the two governors Mirela Kumbaro and Pirro Vengu.
The involvement of the two ministers, Kumbaro and Vengu, is confirmed by this fact: the mafia dome of the government, which allowed the trafficking of toxic waste from the "Kurum" company to Thailand, is not allowing the anchoring in the Port of Durrës, of the ship that returned the containers with 2100 tons of waste, they are not even allowing BASEL leaders and OLAF investigators to do their expertise./ Pamphlet
