A group from SPAK unexpectedly landed at the Ministry of Finance a few days ago, seizing the file of the abusive concession of branding the cabinets of the trio Sali Berisha, Ridvan Bode and Ismail Mulleti, but which is already suspected to have ended up in the hands of the smuggler Sinan Idrizi, who camouflages behind the Turkish Nerve Korkmaz.
A few days before she was dismissed as Minister of Finance, Delina Ibrahimaj had gathered the working group to extend the concession for 15 years, by order of Edi Rama, since the concession was no longer controlled by Shkëlzen Berisha's financier, Ismail Mulleti, but by the client of Rama, Sinan Idrizi.
Denounced by the socialists themselves as corrupt and clientelistic when they were in the opposition, now the socialists in power demanded the postponement of the fuel branding concession by 15 years.
Prapaskena learns that some of the members of the group of line institutions had opposed and refused to sign, while they had brought arguments against the SP when it was in opposition and during the first year of power.
In 2014, the Ministry of Finance had objected and officially denounced the concession as corrupt and clientelistic, but the government withdrew from the cancellation due to the possible showdown in Arbitration.
"I don't go to jail for your businesses and your business", said one of the members.
According to the sources, Delina Ibrahimaj moved around alarmed by the contradictions, while once she spoke with Rama, once with Idrizi.
Despite the pressure, some of the members did not give in, causing the meeting to be postponed.
Two days later, a group of SPAK representatives unexpectedly landed at the Ministry of Finance, seizing the fuel labeling concession file.
SPAK is verifying the procedures followed as well as the path of money movement to offshore.
The circumstances of postponing the concession for 1 year are also being investigated, a decision which will take 40 million euros from the pockets of Albanians.
Postponement by 1 year
On August 9, 2023, the government signed the 1-year extension of the concession of Sali Berisha and Ridvan Bode for marking fuels, with an additional cost of 40 million euros.
In 2012, before leaving power a year later, Berisha awarded this concession to the company 'Global Fluids Internationals' (GFI), with a 39% profit rate.

Befas Mulleti u bë edhe pronar i Taivanit, të cilin ia shiti një shtetasi grek për 750 mijë dollarë, i cili e shet 3 muaj më vonë me dyfishin e çmimit të blerjes.
Ismail Mulleti dhe Assaf Halkin rezultojnë fillimisht pronarë përfitues të kompanisë GFI ALBANIA. Më pas, për të humbur gjurmët kompania kaloi në disa duar, sot në duart e turkes Nerve Korkmaz, i cili e kontrollon GFI-në përmes dy kompanive në Zvicër.
Koncensioni, deri në vitin 2022, kontrollohej nga Mulleti dhe Assaf Halkin. Në shkurt 2022, në regjistrin e përfituesve fundorë të kompanisë GFI Albania, largohet shtetasi Ismail Mulleti dhe regjistrohet si përfitues fundor Nerve Korkmaz, e cila ka qenë konsulle nderi e Shqipërisë në Izmir të Turqisë.
Sipas disa raportimeve mediatike, Nerve Korkmaz është lidhje i Sinan Idrizit, një biznesmen po aq kontrovers sa Ismail Mulleti.
Sinan Idrizi, përpos të tjerave, ka edhe një dosje kontrabande të 3 milionë cigarave, e mbyllur në mënyrë të dyshimtë nga Prokuroria e Durrësit.
Ismail Mulleti financues i Shkëlzen Berishës
Ismail Mulleti, i përfshirë në skandalin “Panama Papers”, është një nga financuesit e Shkëlzen Berishës.
Para se të merrte koncensionin, Ismail Mulleti ka kaluar përmes dy transfertave bankare 350 mijë euro në llogaritë e Shkëlzen Berishës.
Në 22 qershor 2012, Mulleti ka kaluar 200 mijë euro në llogari të Shkëlzen Berishës, pasi Shkëlzeni i kishte gjetur për të blerë ca toka në fshatin Rinia në Durrës.
Duket se ‘shërbimi’ është një kamuflim i një tarife korrupsioni, pasi më vonë babai i Shkëlzenit kryeministër, Sali Berisha, do t’i jepte Mulletit koncensionin 10-vjeçar të markimit të karburanteve.
