A week ago, the Roads Directorate added another 3 million Euros for "some additional works" for the completion of the Qukës-Qafë Plloçë road, a road that began 15 years ago and is not being completed, although three times the amount of money has been added to the value of the initial project.
This is called "Hasan's Road of the SP", because the company "Albavia Sh.pk" that received the tender in 2009 from the DP government, belongs to Hasan Hafizi, the husband of former SP MP, Mimoza Hafizi.
The initial total fund for the road, divided into 3 lots, was 38.1 million Euros, but within 2009, when the works had just begun, former Minister Ritvan Bode and his "carpenters" said that the financial project had not been studied well and drafted another cost estimate worth an additional 92 million Euros that they gave to Hasan of the Socialist Party, stating that the road would be completed within June 2013.
The road was not completed and became the subject of an electoral promise by Edi Rama, but the SP government has not completed this road for 11 years, even though it has added millions of Euros to the builder Hasan Hafizi, with additional projects and false estimates.

For the first lot of the Qukës-Qafë Ploçë road, Hasan of the SP was given 2 additions, through 2 project change orders, but only on paper and not on the physical terrain of the road, bringing the cost for the first lot to 112 million USD, or approximately 62% more than the real cost.
Meanwhile, the SP government's craftsmen, in March 2014, drafted another financial project with an additional value of approximately 200 million USD, which they gave again to their Hasan, with the promise that the road would be completed within 2018, but the deadline was postponed to the end of 2019, along with the additional 22 million Euros.
Hasani of the Socialist Party did not even complete the road within 2019 and agreed with Babloku to complete it within 2020, but postponed it to complete it within 2022 and within 2024, while now he has promised to complete it within March 2025.
After every promise, the government has added millions of Euros to Hasan's funds, which it did not obtain by force, but by bargaining with government leaders, justifying them by reviewing projects due to terrain difficulties and increased work costs.
