Seven years after the annulment, the government created the legal space for the import and processing of unlimited quantities of waste in Albania, formally including it in a supposedly public debate process through the Minister of Environment, Mirela Kumbaro.
The information provided by "Pamfleti" states that behind the import of waste is Ylli Ujka from Lezha, a "wolf" with interests linked to Prime Minister Edi Rama, who presents himself as a big businessman with... 1 thousand Euros in capital.
After the public announcement of this business project on August 20, 2024, there were numerous reactions from international environmental organizations, the EU, and warnings within Albania of protests against the import of waste.
On November 25, 2024, Prime Minister Edi Rama suspended the procedures for approving the waste project; but he is secretly taking steps to approve it after the May 11 elections, within September 2025, when he will be in power even if he loses the elections.
According to information, a joint working group at the Ministry of Finance and the Ministry of Economy, based on the approval given by the Ministry of Environment, is continuing to draft the feasibility plan in collaboration with Ylli Ujke and members of the Italian garbage mafia, associated with him.
Ylli Ujka will import waste into Albania through his company "Sole Mio Sh.pk", created specifically for this business with the objective of collecting waste from abroad, for which Prime Minister Edi Rama has begun to create free ground with a special law.
According to Ylli Ujka's scheme, the gateway through which waste will enter Albania will be the Port of Shëngjin, near which Ylli Ujka has the headquarters of this company and where there will be 5 storage centers in several areas within the territory of the Lezhë and Laç districts, selected by him.
For 1 year, Ylli Ujka has become part of Edi Rama's close clan, obtaining construction permits for towers, palaces, resorts and spaces for the robbery of state assets and funds, with which he launders billions from the criminal world.
With Decision No. 11, dated July 23, 2024, Edi Rama granted the "Strategic Investor" permit to Ylli Ujka's "X One Sh.pk" company, for the construction of a vineyard farm, livestock complex, wine cellar, villas and guesthouses, over 137 hectares of free state-owned land in Baqël and Kodhel, Lezha.
In November 2024, Babloku granted Ylli Ujka permission for the "Grand Park Skyline" complex with 3 towers on 145 thousand m2 of land and underground parking with 800 spaces at the entrance to Tirana Lake.
In Lezha and Tirana, Ylli Ujka is known as a big businessman, while according to reports from anti-mafia agencies, he is listed as a money launderer for criminal groups, through construction in Albania, with permits and state land that Prime Minister Edi Rama is giving him.
One of his biggest frauds is the theft of 370 hectares of land owned by his cousins in Lezha with the help of Edi Rama at the Cadastre, with the promise of making a strategic investment of 300 million Euros in Rana e Hedhun.
To become trustworthy and a beneficiary of assets and construction permits, Ylli Ujka has also joined Edi Rama as the organizer of electoral meetings with the diaspora in Milan and America./ Pamphlet
