As Ilir Meta's soldier in the underworld and equipped with a fake law degree; in the years 2000-2002, Almir Rrapon wanted by American justice, the prime minister of the time (Ilir Meta) had hired him as a customs inspector and equipped him with a "Garda" badge, as part of his escort group.
During the years 2005-2009, Ilir Meta hired and introduced the wanted criminal Almir Rrapo, as a lawyer in the LSI and parliament, although he knew that he was wanted by the USA.
In October 2009, when Ilir Meta became the Minister of Foreign Affairs in the PD-LSI government, the wanted criminal Almir Rrapo was appointed chief adviser, where he remained until July 2, 2010, when the FBI handcuffed him inside the US Embassy in Tirana, where he had went for a visa as part of a delegation from the Ministry of Foreign Affairs.
After the arrest, he was extradited to New York, where he asked to cooperate with the FBI and the Prosecutors of the "Krasniqi" file; who promised him that out of 18 years in prison, they would only sentence him to 6 years, if he confessed everything from the activity of the criminal group.
In the agreement as a repentant justice, Almir Rrapos, as a mitigating condition and security after prison, was asked and he accepted, to confess his connections and activity with Ilir Meta, the statesman who hid him during the years of the search, employing him at the customs, in guard, lawyer in the LSI and parliament and chief adviser in the Ministry of Foreign Affairs of Albania.
This file with 280 pages of evidence, about the criminal activity in the service of Ilir Meta during the years 2000-2010; The FBI has deposited it in SPAK, as evidence obtained at the request of free cooperation with the American justice system, from the repentant Almir Rrapo, who gave evidence and under the monitoring of the special device "Lie Detector" (Truth Machine).
Before being handed over to the SPAK, the testimonies passed through the filter and were investigated by FBI agents and experts for 10 years, in cooperation with the Albanian agencies, who found them to be true.
The head of SPAK, Altin Dumani, has accepted as evidence, this file presented by the FBI, with the testimonies of the repentant criminal Almir Rrapo, about the connections with Ilir Meta and the services he has performed for his interests, among them threats of politicians, businessmen, journalists, hostage-taking and control of drug, weapons and smuggling lines.
Based on these testimonies, SPAK registered another criminal case for Ilir Meta; where according to the information provided by "Pamphlet", the following charges are foreseen: "Cooperation, support, support and hiding of persons wanted by the USA, trafficking and financing and direct involvement in structured criminal activities"./ Pamphlet
