Gëzim Hoxha's company "FIRST" (brother of Minister Ferit Hoxha, defendant with 3 criminal measures by SPAK) wins the confidential tender for the audit of the security of biometric passports at "IdentiTek"; 4 months after the defendant was taken. The Ministry of Interior entrusts the security of Albanian documents to a person who is not even allowed to leave Albania. An open insult to justice!
The leaders of the Ministry of Interior structures are openly defying SPAK and the Special Court, financially supporting and introducing into confidential services the defendant Gëzim Hoxha, the brother of the Minister for Europe and Foreign Affairs.
This is evidenced by an announcement in the Public Procurement Bulletin dated April 27, 2026 for the development of a tender by the company "IdentiTek" for the production of identity cards and passports, a structure subordinate to the Ministry of Interior.
The tender for the confidential service, with the object: “Internal audit of the ISMS system in the company 'IdentiTek' according to the ISO 27001:2022 Standard”, has been awarded to the company “FIRST” Sh.pk, owned by citizen Gëzim Hoxha, brother of Minister Ferit Hoxha. The ISMS system is a Classified Information Security management service, which in this tender is related to the security management of identity cards and biometric passports produced by the Ministry of Interior through its company “IdentiTek”.
So, the control of the implementation of the system and the functioning of security in the production of identity cards and passports has been given to Gëzim Hoxha, the same person whose passport was blocked and whose exit from Albania was prohibited by SPAK and the Special Court. It is a scandal that one of the most important structures of the Ministry of Interior and National Security has awarded the tender for this security service to a defendant, a member of the “Agasi” structured criminal group.
The brother of the Foreign Minister, Ferit Hoxha, is facing 3 criminal measures: Mandatory appearance at SPAK, seizure of 1.3 million Euros suspected of having a source from criminal activity, prohibition to leave the territory of Albania and passport blocking. Meanwhile, the Ministry of Interior has entrusted this defendant citizen with the audit service for passport security, making an open mockery of justice. Referring to the reference number dated March 17, 2026 of the announcement of the procurement procedure, it is found that the tender was awarded 4 months after he was taken into custody and continues to be under 3 criminal measures and under in-depth investigation by SPAK.
Simple question: How is it possible that a person who is not allowed to leave Albania (because he poses a security risk) is entrusted with the security audit of Albanian passports? Who authorized this tender and why are the structures of the Ministry of Interior acting against SPAK's decisions?/ Pamphlet
