If SPAK will investigate the activities of Ylli Manjani, during the period November 2015-January 2017 when he was Minister of Justice, in addition to the dirty work with Klement Balili and the debunking of warrants for the arrest of criminals, another scandal will be revealed.
During that period, Ylli Manjani, or "Ylli i Soqes Moza" as he is now known, has granted 140 notary licenses more than the number defined in Law No. 7829 "On Notary".
Even with the amendment of the law on 11.5.2009, the number of notaries was determined by dividing notary areas according to the number of inhabitants; and any license granted in excess was called a "criminal offense", but the Minister of Justice himself ignored the law.
"Ylli i Soqes Moza" did the same with the licenses for the executive service, granting 130 more permits, although Law No. 8730, dated 18.1.2001, defines how many permits must be granted for executive offices in each district.
This scandal was discovered and denounced in July 2017 by the former Minister of Justice, Gazmend Bardhi; who officially asked the Prosecutor's Office of Tirana to start the investigation, was left in oblivion, just like the investigation into the theft of 2 million Euros, in the tender for electronic bracelets.
The scandal of 270 notarial and enforcement licenses, issued excessively and in violation of the law, was hidden in October 2017, by the Minister of Justice, Etilda Gjonaj; with whom he was connected by the fact that Ylli Manjani was minister of LSI and realtor of Ilir Meta, Etilda's cousin.
According to the audit report made by Gazmend Bardhi and taken to the Prosecutor's Office of Tirana, it turned out that former minister Ylli Manjani had given licenses without a testing procedure and most of them were given outside the legal criteria, even to individuals with criminal records.
At the time when Ylli Manjani was the Minister of Justice, licenses for notaries and executors were big bargains, which were commanded by the Meta-Kryemadhi couple, while Ylli signed and took the part.
This scandal of Ylli, appeared again on the scene in March 2023, when the Ministry of Justice began the verification of the legality of the licenses of notaries and enforcement officers; and discovered many illegal licenses, among them and individuals with criminal records, such as 13 licenses that he had given to the enforcement and notary gang "Arben Meskuti-Olsi Ibro".
In addition to this scandal, in the reports of the meetings of the former High Council of Justice during 2016, it was revealed that the former minister Ylli Manjani, as a member, voted against the dismissal of 42 corrupt and criminally connected judges.
In several articles, "Pamphlet" has denounced the fact that, during his duties as Minister of Justice, Ylli Manjani received thousands of Euros in bribes from traffickers and wanted murderers, whom he notified in advance of the arrest warrants sent by INTERPOL, DEA, FBI and EUROPOL. .
