The former minister Arben Ahmetaj, apart from the fact that the landfill affair was a scheme conceived and implemented by Edi Rama and implemented by Engjëll Agaçi, Lefter Koka, Alqi Blako, etc., revealed that 40% of the Tirana Landfill is owned by the Kosovar Blerim Hoxha.
If proof, there are 17 government decisions made in one day; giving the bonus 8 months before the creation of the company "Integrated Energy BV SPV" and concluding the contract 1 day before the tender; it turns out that the acquisition of shares by Kosovar Blerim Hoxha is a continuation of the state crime.
SPAK should interrogate Prime Minister Edi Rama, the Mayor of Tirana, Erjon Veliaj and Minister Belinda Balluku, to clarify how Blerim Hoxha got 40% of the Tirana Landfill on May 10, 2022.
These three should clarify, because in the National Business Center, a change of ownership of shares was declared without a sales contract, notarial, without sales value and without reflecting the documents in the extract of the company "Integrated Energy BV SPV".
Babloku awarded the Tirana Landfill PPP to the Dutch company "GeoGenix", whose owners are the Italian Giuseppe Ciaffaglione with 30%; the Italian Salvatore Russelli with 25% and the Italian Alberto Presezzi with 43% of ownership, while 2% shares are kept secret.
But on May 10, 2022, the Italian Alberto Presezzi became the owner of the Tirana landfill with 40%; the French Max Abitbol with 20% and the French Dominique Marcelle Obadia Abitboll with 20%, while this time 20% of the ownership has been kept secret.
The two Frenchmen have taken 40% of the Tirana Landfill, in the name of the company "Icare Energy", with an address at the tower of the oligarch Bashkim Ulaj; where, not coincidentally, the founder and chairman of the board is the Kosovar Blerim Hoxha, the application to the CKB was made by him and the Kosovar Marigona Meta, administrator of the company that has the partnership in the landfill and family secretary of Blerim Hoxha.
As Arben Ahmetaj stated, 40% of Tirana's landfill is owned by Blerim Hoxha, disguised in the name of 74-year-old Frenchmen, Max Abitbol and Dominique Marcelle Obadia Abitboll, who live for periods in Africa and Dubai.
SPAK must investigate these facts, which are legally criminal evidence; which, as official actions, were carried out in violation of the PPP law and were not reflected in the file of the Tirana Landfill.
1. There are no sales contracts from the Italians Giuseppe Ciaffaglione, Salvatore Russelli and Alberto Presezzi, to the 74-year-old French Max Abitbol and Dominique Marcelle Obadia Abitboll; and the sale value of 40% of the landfill has not been declared.
2. For this change of ownership, there is no decision by Edi Rama on behalf of the government, for the approval of the sale of Landfil's shares and the permission of Belinda Balluku, as line minister.
3. For this sale, the approval of the Mayor of Tirana, Erjon Veliaj, as the contracting authority of the Tirana Landfill, as defined by the PPP law, is missing.
4. The ownership of 40% of the Tirana Landfill was sold on May 10, 2022, while the purchasing company "Icare Energy" was created on October 4, 2022, or 8 months after the sale-purchase act.
5. There is no document to prove how 20% of shares in Tirana's landfill were obtained and why their owner is being kept secret.
For these evidences, SPAK should seek clarifications from Prime Minister Edi Rama, the Mayor of Tirana, Erjon Veliaj and Minister Belinda Balluku, as the only persons responsible./Pamphlet
