Four days after the denunciation by Pamfleti of the secret plan to build towers in the Medrese market area in Tirana, the government has decided to remove the mask from this project and make it official through an "expropriation for public interest" style decision.
Decision No. 268, dated May 9, 2025, adopted just a few days after the scandal was published, is a clear and deliberate addition to Decision No. 533, dated September 22, 2021, which initially had as its object the reconstruction after the earthquake of November 26, 2019, only in the “May 5” area.
Now, on the same legal basis, the Madrasa market space has also been included, which will be expropriated, demolished, leveled and then built by Rama's usual clients, under the banner of urban development.

In the new decision, the Madrasa market has been designated a “new development zone,” and private properties – including those with ownership certificates and those in the process of legalization – have been included in the expropriation list. Meanwhile, some properties suspected of being linked to the government have been excluded from the process, in a clear act of selective favoritism.
This decision is a pure maneuver to pave the way for the towers, designed much earlier, in collaboration with the usual builders of the "concrete elite" that circulates around Rilindja and the Municipality of Tirana.
The Medrese Market, a rare space for the residents of East Tirana and an area of economic importance for thousands of families, will now be demolished in the name of a “public interest” that does not exist.
The reconstruction of the consequences of the earthquake has been completed since December 2023 in that area, and any other justification after this date is simply scenography to cover the real project: the privatization of public territory in the interest of construction groups connected to power.
This is the same scenario that occurred in Kombinat, where dozens of buildings collapsed despite not having been damaged by the earthquake. New buildings were built there with parameters and ownership that are now shrouded in fog – a model that is now being exported to the old Madrasa of Tirana.
Decision No. 268 is a political legalization of a prior agreement, through which Edi Rama has guaranteed his builders a golden territory in the heart of Tirana, under the justification of developing areas affected by the earthquake.
But there is no longer an earthquake, nor an emergency – there is only a thirst for profit and control over the land.
The procedures for implementing this decision have been entrusted to the Ministry of Infrastructure and Energy, the Ministry of Finance, the State Cadastre Agency and the Municipality of Tirana. A complete chain of control to silence any private property that is targeted.
