The Israeli military has been storing a large volume of Palestinian phone calls on Microsoft servers in Europe.
Israel is relying on Microsoft's cloud computing for mass surveillance of Palestinians, the Guardian newspaper reveals in a joint investigation with +972 magazine and Israeli Local Call.
According to the report, one afternoon in late 2021, Microsoft CEO Satya Nadella met with the head of the Israeli military's "Unit 8200," a cybersecurity and cyberwarfare unit.
The Israeli official had a clear agenda, as he wanted to transfer a large amount of classified intelligence material to the American company's cloud. The meeting took place at Microsoft's headquarters near Seattle. The commander of Unit 8200, Yossi Sariel, secured Nadella's support for a plan that would give his agency access to a personalized, isolated space within Microsoft's Azure platform.
Palestinian call recording and storage system
With Azure's virtually unlimited capacity, Unit 8200 began building a new, highly intrusive tool for mass surveillance. It's a system that records and stores millions of Palestinian phone calls every day from Gaza and the West Bank.
According to the investigative report, the cloud storage system, which was put into operation in 2022, allows Israel to record and store a large volume of telephone conversations every day for long periods of time.
Microsoft claims that Nadella was unaware of the type of data the Israeli agency planned to store in Azure. However, documents and interviews with 11 sources from Microsoft and Israeli military agencies reveal that Azure was used to store a vast archive of Palestinian communications.
"A million calls per hour"
Three sources from Unit 8200 confirmed that the digital storage system was used to plan airstrikes and other operations in Gaza and the West Bank.
Israel, which controls the Palestinian telecommunications network, has long monitored phone conversations in the occupied territories. But with the new system, the services were able to listen indiscriminately and en masse to the content of calls from millions of ordinary citizens, even after the fact.
The management of Unit 8200 turned to Microsoft when it realized that its military servers were not enough to store data for an entire population. A new slogan prevailed within the group: "A million calls per hour."

In 2021, Sariel prioritized working with Microsoft to leverage the digital system to store millions of phone calls. In his meeting with Nadella, Sariel reportedly did not explicitly mention that these were recorded calls, but spoke of “sensitive data.” But the documents show that Microsoft engineers knew that the audio files would be stored.
11,500 terabytes of military data
The documents show that as of July 2025, 11,500 terabytes of Israeli military data were stored on Azure in the Netherlands. That's the equivalent of about 200 million hours of audio. Some of the information may also belong to other agencies.
Microsoft reportedly knew that Unit 8200 wanted to move up to 70 percent of its data, including “top secret” data, to Azure. Sariel, before meeting Nadella, had written a book on artificial intelligence in which he proposed moving all intelligence data to the cloud. A senior official said Sariel “bragged” about his relationship with Nadella. Microsoft denies this.
The system failed in the Hamas attack on October 7.
Despite its technological superiority, the use of digital preservation software did not prevent the attacks of October 7. Sariel resigned last year, taking responsibility for the failure of Unit 8200.
But, the report claims, the system continues to be widely used in warfare, as do other artificial intelligence tools for target selection. The sources said interest in the system is growing as Israel appears to be preparing for a long-term control of Gaza. /Adapted from Pamphlet/
