Referendum failure in Italy, Justice Minister takes responsibility for loss
Carlo Nordio

Italy's Justice Minister, Carlo Nordio, has taken political responsibility for the failure of the justice reform, which was rejected by citizens in the recent referendum.

"I take political responsibility for the defeat in this referendum. If there were communication problems, they are also mine. The reform bears my name and I cannot deny that," Nordio declared.

He stressed that he does not consider the result a personal loss and that he respects the decision of the citizens.

"It was a reform that I believed in and to which I was fully committed. I bow to the will of the sovereign people. I have no intention of resigning, as I still have a lot of work to do," he added.

Nordio warned that, following this result, the activity of judges could have the effect of limiting political and parliamentary initiatives, especially in areas such as migration.

The minister also announced that within a year, when he turns 80, he plans to return to his scientific interests and personal activities.

The constitutional referendum in Italy, held on 22–23 March 2026, aimed to reform the judicial system through structural changes in the functioning of the judiciary. The initiative was promoted by the government of Prime Minister Giorgia Meloni and Justice Minister Carlo Nordio.

The reform envisaged the separation of careers between judges and prosecutors, the creation of two separate bodies of judicial self-government, and new mechanisms for disciplining magistrates. The government argued that the changes aimed to increase efficiency and balance powers.

However, the political opposition and some representatives of the judicial system opposed the initiative, highlighting the risk of weakening the independence of the judiciary.

According to official results, around 53–54% of voters voted against, while 46–47% voted in favor, with a high turnout of around 58–59%. The result reflects the division of public opinion on changes in the justice system and limits the scope for immediate intervention in this sector.
