Collective punishment and all measures of intimidation or terrorism are prohibited.

The UN human rights chief has said Israel is carrying out "collective punishment" on civilians in Gaza.

He echoed comments by Antonio Guterres, the UN chief, who said two weeks ago that Hamas attacks could not "justify the collective punishment" of the Palestinian people.

Critics of Israel's actions say cutting off electricity and water in Gaza constitutes collective punishment. These charges are very clearly explained by international human rights laws and conventions. 

It is illegal under international law because it directly affects civilians. The prohibition of collective punishment in international humanitarian law dates back to the Hague Convention (II) of 1899, which was ratified by the United Kingdom.

" No general punishment, pecuniary or otherwise, may be inflicted on the population because of the actions of individuals for which they cannot be held jointly and severally responsible ," the convention states.

The Fourth Geneva Convention - which has also been adopted by several countries including Israel, the UK and the US - includes a similar but more specific prohibition.
