Pilot program requires deposit of up to $15,000 for B1/B2 visa applicants, subject to consular assessment
The US Department of State has expanded the list of countries where the pilot program, which requires financial guarantees for citizens applying for tourist and business visas (B1/B2), will be applied.
In the latest announcement by the State Department , 12 more countries have been added to the previous list, bringing the total number to 50 countries.
Under the new rules, applicants who are considered eligible for a visa must deposit a sum of $5,000, $10,000 or $15,000. The amount is determined by the consular officer during the interview and is intended to guarantee compliance with the term of stay in the US.
Applicants must complete the Department of Homeland Security's Form I-352 and make payment through the official Pay.gov platform. US authorities emphasize that payment should be made only after guidance from the consulate and warn against using third-party sites.
The guarantee does not guarantee visa approval. If the payment is made without authorization, it is not refundable. The program also provides for entry and exit restrictions. Holders of these visas must travel only through authorized commercial airports, including U.S. pre-screened points. Entry through land borders, seaports, or charter flights is not permitted.
Authorities will automatically refund the deposited amount if the traveler leaves the US within the allowed period, does not use the visa, or is refused entry.
In the event of a violation, such as overstaying or attempting to change status (including asylum applications), the case is transferred to the US Citizenship and Immigration Services (USCIS), which decides on the forfeiture of the bond.
The program relies on Department of Homeland Security data on overstays and aims to strengthen control over compliance with short-term visa conditions.

Applicants should submit Form I-352 for the posting of the bond only after being instructed by a consular officer. They will receive a direct link to the payment on Pay.gov. US authorities emphasize that applicants should not use third-party sites for this payment and that the US government is not responsible for money paid outside of its systems.
The posting of the bond does not guarantee the issuance of a visa. If someone pays the fee without instruction from a consular officer, the payment will not be refunded.
Mandatory entry points
As a condition of the bond, all visa holders who have posted a financial guarantee must enter and exit the United States only through the ports of entry designated below.
Failure to comply with this requirement may lead to refusal of entry or failure to accurately record exit from the country.
With immediate effect, permitted entry points include:
All commercial air ports of entry, including U.S. Customs and Border Protection (CBP) preclearance locations.
Visa voucher holders are not permitted to use charter flights, general aviation, land points or sea ports of entry.
Fulfillment of conditions
The terms of the voucher are set out in Form I-352 and on the Travel.State.Gov website. The voucher is cancelled and the amount paid is automatically refunded in the following cases:
when the Department of Homeland Security records the visa holder's departure from the U.S. on or before the authorized period of stay;
when the visa holder does not travel to the US before the visa expires;
when the visa holder presents himself at the US port of entry and is refused admission.
Violation of terms
The Department of Homeland Security will refer suspected bond violations to U.S. Citizenship and Immigration Services (USCIS) to determine whether a violation has occurred. These cases include, but are not limited to, situations where:
the authorities record that the visa holder has left the US after the date until which he or she was permitted to stay;
the visa holder continues to stay in the US after the authorized period expires and does not leave;
