Peter Magyar's new government promises to fight corruption and recover lost funds...
Senior officials in the government of former Hungarian Prime Minister Viktor Orban should be investigated for billions of euros in missing European Union funds, Hungary's anti-corruption authority told Politico.
The demand to recover these funds comes at a time when Orban's successor, Peter Magyar, is trying to convince Brussels that the country is ready to receive more than 10 billion euros in EU funds, which have been frozen due to concerns over the rule of law.
Ferenc Pal Biro, president of Hungary's Integrity Authority, said that "high-level politicians can and will likely be prosecuted" for their involvement in an alleged scheme that systematically defrauded European taxpayers during Orban's 16 years in power.
He said his team has "identified a number of criminal cases where I personally believe that we, as a state, should be able to recover these funds and return them to the country, because most of them have already left Hungary."
Biro did not make any specific accusations against Orbán or other members of his inner circle. Orbán and his Fidesz party did not respond to requests for comment.
The Hungarian Integrity Authority was established in 2022 as part of reforms demanded by Brussels. The institution monitors the use and security of EU funds. It is independent of the government and is likely to play a key role in dismantling the clientelistic networks created during Orbán's years in power, which extend from the construction sector to public services and the media. Biro has headed the authority since its establishment.
According to the authority, three companies have won most of the government contracts for the supply of goods and services, while the contract values have been artificially inflated. Biro said the government has spent about 10 billion euros with these three companies over the past four years. He did not disclose their names.
"The overvaluation of prices, which in our opinion poses a risk of corruption, amounts to around 3.5 billion euros," he said, adding that public tenders were "manipulated" and that prices several times higher than market value were paid for basic items.
According to him, during the previous government the Hungarian state "became the biggest player in the market."
Magyar, who took office in May after a landslide victory in elections held a month ago, has repeatedly accused his predecessor of corruption.
The Hungarian government did not respond to requests for comment.

Ai tha gjithashtu se gjatë qeverisë së mëparshme ishte subjekt i sulmeve me motive politike, si edhe objekt i tentativave për ryshfet, ndërsa përpiqej të hetonte skemën e prokurimeve publike.
Biro deklaroi se bashkëshortes së tij i ishte ofruar një vend pune, (refuzoi të tregojë nga kush) me pagë të lartë dhe pa detyrime reale pune. Ai tha gjithashtu se ishte ndaluar dhe akuzuar për përdorim të papërshtatshëm të automjetit të kompanisë.
Sipas tij, administrata e re duhet të veprojë sa më shpejt për të adresuar këto pretendime për korrupsion dhe intimidim, duke përfshirë hetimin e personave përgjegjës për parregullsitë e dyshuara.
“Një nga mandatet kryesore mbi të cilat është ndërtuar qeveria e re dhe kjo fitore dërrmuese zgjedhore është lufta kundër korrupsionit dhe rikuperimi i fondeve,” tha Biro, duke shtuar “duhet të vendoset drejtësia dhe njerëzit duhet të marrin mbrapsht atë që u është vjedhur.”
“Tolerancë zero”
Duke komentuar akuzat, një zëdhënës i Komisionit Evropian tha se ekziston “tolerancë zero ndaj mashtrimit në dëm të buxhetit të BE-së”.
“Shtetet anëtare janë të parat që duhet të parandalojnë, zbulojnë dhe trajtojnë në mënyrë efektive çdo parregullsi, përfshirë mashtrimin, që lidhet me fondet e BE-së të cilat ato i administrojnë, siç janë fondet e kohezionit,” tha zëdhënësi.
Ai shtoi se nëse hetuesit dhe prokurorët evropianë konstatojnë parregullsi, “Komisioni do të bashkëpunojë me shtetet anëtare për të siguruar rikuperimin e çdo fondi të BE-së që është përvetësuar në mënyrë të paligjshme nga përfituesit”.
Biro tha se qeveria e Magyarit ende nuk e ka kontaktuar autoritetin për të përcaktuar mënyrën e bashkëpunimit, por theksoi se institucioni është i gatshëm të ndajë të gjitha informacionet që ka mbledhur.
“Ne disponojmë një sasi të madhe informacioni dhe kemi zbuluar një numër çështjesh,” tha ai. “Në varësi të mënyrës se si do të organizohet bashkëpunimi ndërinstitucional dhe cili do të jetë roli i agjencisë për rikuperimin e pasurive, ose mund t’i trajtojmë vetë këto raste, ose mund t’ua kalojmë informacionin institucioneve përkatëse.”
Zyra Kombëtare për Rikuperimin e Pasurive është një institucion i ri që Magyar ka premtuar ta krijojë për të hetuar keqpërdorimin e pasurisë publike.
