Deep and entrenched divisions over Russia's war in Ukraine risk derailing progress on issues such as food security, unpayable debt and global cooperation on climate change when the world's most powerful nations meet this weekend in New Delhi.
Unyielding stances on war have made it impossible to agree on even a single communique at the G20, or ministerial meetings at the G20 during India's presidency this year, leaving it up to leaders to find a solution. if possible.
China will be represented by Premier Li Qiang, rather than President Xi Jinping, while Russia announced the absence of President Vladimir Putin, hinting that neither country is likely to join any consensus.
This means that the two-day summit from September 9 will be dominated by the West and its allies. A failed summit would expose the limits to cooperation between Western and non-Western powers and prompt countries to commit even more to groups they feel more comfortable with, analysts said.
To combat global threats, "not talking to the West and non-Western blocs is not what you want," said Michael Kugelman, director of the South Asia Institute at the Wilson Center in Washington.
Failure to reach a consensus will also damage the diplomatic credentials of India's Prime Minister, Narendra Modi, who is using the presidency to strengthen New Delhi's position as an economic powerhouse and leader of the global south.
"If the leaders' summit is a failure, New Delhi, and Modi in particular, will experience major diplomatic and political failures," Kuleman said.
India, which has not condemned Russia's invasion of Ukraine, will have to either persuade the bloc to agree to a joint statement – the so-called Leaders' Declaration – or allow its presidency to become the first to end without such a statement since 2008.
"Attitudes have strengthened since the Bali summit," a senior Indian government official told Reuters, referring to the 2022 summit in Indonesia. "Russia and China have strengthened their positions since then, it will be very difficult to reach a consensus."
In Bali, Indonesia's president, Joko Widodo, managed a joint statement from the bloc at the last minute. India is hoping that leaders can do something like that at the last minute, another government official said.
In the Bali Summit Leaders' Declaration, it was said: "The majority of members strongly condemn the war in Ukraine, which is causing great suffering to people and exacerbating existing fragilities in the global economy."
It also stated that: "there were other opinions and different assessments about the situation and the sanctions".
Another Indian official said that in Bali, Russia and China "were more flexible". But, while the war is 18 months old, the countries "are not even agreeing on the language used in the Bali Declaration."
Canadian Prime Minister Justin Trudeau and Russian Foreign Minister Sergei Lavrov, who will be in India in place of Putin, have already begun their disagreements.
