International diplomacy over the conflict in Ukraine has entered a new, intense phase. Kiev and Washington are expected to hold high-level consultations in Switzerland, focused on the parameters of a possible peace agreement.
The Ukrainian leadership has already approved the composition of the delegation and the negotiating instructions, signaling that the process is taking a more structured form.
Meanwhile, European capitals are expressing serious concerns about the preliminary plan drawn up by the US and Russia, warning that any limitation of Ukraine's defense capabilities would leave the country vulnerable to future aggression.
European leaders stress that Ukraine's borders are not subject to negotiation and that any element affecting the EU or NATO requires formal approval by member states. Poland, in particular, has warned that it will not accept any agreement where it is not directly involved in decision-making.
In this diplomatic climate, France, Germany and the UK will meet tomorrow in Geneva with representatives of the EU, the US and Ukraine, while on Monday a special meeting of the 27 EU leaders is expected in the framework of the EU-Africa summit in Luanda, where the US-Russian proposal will be discussed.
German Chancellor Friedrich Merz has also intervened forcefully in the debate, making it clear to Donald Trump that Europe will not allow peace to be negotiated without its presence and interests. He recalled the strategic risk to the continent if Ukraine were to collapse, as well as the dangerous precedents of Russia's violation of the Budapest Memorandum.
The synchronized diplomatic moves show that the West is trying to maintain unity in the face of pressure to find a quick solution, while Ukraine is seeking real security guarantees and respect for its territorial integrity. /Pamphlet
