Palestinian President Mahmoud Abbas has come out against Israel's plans for a military escalation in Rafah, south of Gaza.
The Palestinian presidency warned that the measure aims to expel Palestinians from their land.
Earlier, Israeli Prime Minister Benjamin Netanyahu said he had ordered his army to develop a two-pronged plan to evacuate civilians from the city, the last neighborhood where Gazans have found refuge, and defeat the remaining Hamas battalions.
Abbas is the head of the Palestinian Authority, which exercises partial self-government in the occupied West Bank.
His presidency announced that both the Israeli government and the US would be responsible for the consequences of the plan.
He called on the UN Security Council to consider them because by taking this step, Israel threatens security and peace in the region and the world and crosses all red lines.
