For years, we have heard rumors that Ramzan Kadyrov, the dictator of Chechnya, is terminally ill. Unlike the dire stories about Vladimir Putin, these rumors appear to be true, and the Kremlin is bracing for a potential succession crisis at the worst possible time. This week, one of the official news agencies updated its canned obituary for him, just in case. This means that Putin may soon face a daunting dilemma: risk losing Chechnya or lose the momentum he has in Ukraine?
Kadyrov has held an iron fist in control of Chechnya since 2007, and he and his Benoi clan have not only eliminated most potential opponents but also perfected the art of masking defense and blackmail under the guise of ultra-loyalty.
Ramzan loudly proclaimed his loyalty to Putin, even turning Chechnya into a brutal Islamist dictatorship, financed by huge subsidies from Moscow. While this money has helped rebuild the razed city of Grozny, it has also been used to pay off the divided Chechen elite and indulge every whim of Kadyrov and his family, from projects like the grand mosque he built in his father’s name to Ramzan’s private zoo and supercar showroom, including one of only 20 Lamborghini Reventóns in the world, which costs more than £1m.
In violation of the Russian constitution, he has introduced Sharia law, and Chechen police regularly abduct not only dissidents from other parts of the country, but also runaway brides fleeing forced and arranged marriages.
Whenever the Russians seem to be considering cutting the federal subsidies that make up more than 90 percent of the Chechen budget, Ramzan warns them off, usually thinking it might be time for him to retire.

Chechen politics is not for the faint of heart, after all. The Kadyrovs’ rise was facilitated by the assassinations of leaders of the rival Yamadaev clan. One of them was killed in Dubai, and Delimkhanov was initially accused of organizing it by local police, a charge he continues to deny. As for Daudov, he won Ramzan’s favor by literally bringing him the head of the rebel Suleyman Elmurzayev, who had claimed responsibility for his father’s murder.
With the vast majority of the military committed to Ukraine, and with the Rosgvardiya internal security force unlikely to be able to suppress any renewed insurgency, especially since over 10,000 Rosgvardiya soldiers in Chechnya also swear personal allegiance to Kadyrov, then chaos in Chechnya would not only destabilize the entire North Caucasus, but would present a difficult strategic dilemma. Would Putin be willing to divert forces from Ukraine, potentially allowing Kiev to regain lost territory, in order to subdue Chechnya?
Most Russians would likely welcome the loss of a region that costs them money and which they associate with gangsters and jihadists. Putin, with an eye always on his historical legacy, may not be willing to allow the territories to break away from Moscow's rule.
As Kadyrov leaves, perhaps some kind of cynical political deal will be cooked up that keeps the Benoi in power, bought with promises of continued indulgence and funding, all in the name of stability.
