He added: "The return to northern Gaza will be possible after the intense hostilities end."
The spokesman said Hamas is putting civilians at risk by positioning its forces in schools, mosques and hospitals.
"The upcoming IDF operation is set to neutralize the Hamas threat with precision and intensity. Your window to act is closing, move south for your own safety. This is not just a precautionary measure, this is an urgent plea for the safety of civilians in Gaza," he said.
Meanwhile, Hamas has said that it sees the possibility of releasing the 8 hostages after a request made by Moscow.
Abu Marzouk, a Hamas official, told the Russian state news agency RIA that the foreign ministry had submitted a list of eight names, all of whom held dual citizenship.
"We are very attentive to this list and will treat it carefully because we see Russia as our closest friend," said Marzouk.
