Israeli forces opened fire, including with drones, on hundreds of people waiting for aid trucks in the central Gaza Strip in the early hours of Tuesday morning, killing at least 25 people, according to Palestinian witnesses and hospitals.
The Israeli military has not yet commented on the incident.
Avda Hospital in the Nuseirat refugee camp - which received the victims - said Palestinians were waiting for trucks on Salah al-Din Road, south of Gaza.
Witnesses told the Associated Press that Israeli forces opened fire as people were moving east to get closer to aid trucks approaching them.
"This is a massacre," said Ahmed Halava. He said the Israeli army opened fire with tanks and drones on people, "even when we were fleeing. Many people were martyred or injured."
Another witness, Hossam Abu Shahada, said drones were flying over the area, initially observing the crowd, and then shooting from tanks and drones began as people moved east.
He described the situation as "chaotic and bloody" as people tried to escape.
He said he saw at least three people lying on the ground and motionless, as well as many others injured, as he left the scene.
Awda Hospital said another 146 Palestinians were injured. Among them, 62 were in critical condition and were transferred to other hospitals in central Gaza.
In the central city of Deir al-Balah, Al-Aqsa Martyrs Hospital said it received the bodies of six people killed in the same incident.
The Gaza war began when Hamas-led militants attacked southern Israel, killing nearly 1,200 people and taking nearly 250 hostages.
Most of the hostages have been released through ceasefire agreements.
Hamas is a militant group declared a terrorist organization by the United States and the European Union.
Since then, Israel's retaliatory war has killed more than 56,000 people in Gaza, many of them women and children, according to Palestinian health officials .
