
SPAK is informed about the financial and electoral scandal: On the eve of the elections, Prime Minister Edi Rama has ordered an increase in funds for 20 municipalities from 700 thousand to 1.2 million euros each, under the pretext of emergency services, but without clearly specifying the objectives. This action raises serious doubts about the electoral use of public money.
During one of his daily communications with the public, Prime Minister Edi Rama declared that the Socialist Party does not buy votes. However, recently released official documents and acts refute these claims, revealing an organized scheme for buying votes through public funds.
Sources within the Ministry of Finance indicate that on April 15, 2025, by direct order of Rama, the procedure for creating additional special funds for 20 municipalities, in the amount of 700 thousand to 1.2 million euros each, was completed. These funds are disguised as "Grants for emergency services to the community", although there is no clear specification of these emergencies or concrete services.
This serious scandal, which constitutes a clear legal violation and an electoral crime, is being made public and reported to SPAK for immediate investigation. The fact that the alleged demands by the mayors are in full compliance with the amounts predetermined by Prime Minister Rama and which the Ministry of Finance has approved, proves a prior criminal organization.
The funds have been determined as follows: 700 thousand euros for the municipalities of Kuçovë, Peqin, Krujë, Malësi e Madhe and Has; 800 thousand euros for Bulqizë, Gramsh, Divjakë, Devoll and Rrogozhinë; 900 thousand euros for the Municipality of Kukës; 1 million euros for the Municipality of Vora; and 1.2 million euros for Durrës, Lushnje, Himarë, Fier, Dibër, Gjirokastër, Saranda and Pogradec.
The transfer of these funds to the municipal accounts will take place on May 2, 2025, just 9 days before election day, reinforcing strong suspicions that these public funds are being used for direct vote buying.
In continuation, the possibility cannot be ruled out that Edi Rama will approve additional funds for other municipalities, especially where patronage activists have reported that the Socialist Party is losing ground and that more money is needed to secure votes./ Pamphlet
