This is Duman's last year at the helm of SPAK...
The Special Prosecution Office seems to have postponed the sensational raids until after the elections. Although it was said that the campaign will not prevent the prosecution from bringing to justice the names that have committed affairs, the signals are that the next raids will be carried out after May 11. Even SPAK itself is now focused on electoral crimes, as prosecutors have been distributed across all 12 regions of the country.
In the annual report for the past year, it is reported that there are nearly 800 active files, with over 300 opened during 2024 alone.
" The volume of criminal investigations continues to have a positive trend for 2024, with an increase of 9.7% compared to the previous year. Thus, during this period, a total of 793 proceedings are under investigation (out of 854 proceedings under investigation in total, 61 of them have been merged). Of this total, 526 criminal proceedings have been carried over from 2023, while 328 criminal proceedings have been registered during 2024, as new criminal proceedings ," SPAK emphasizes.
But who are the well-known names who risk trouble after the elections, why not even handcuffs?
We are talking about several figures on both the left and right camps. Starting from the Socialist Party, we have two former ministers who have their cards open.
The first is Frida Krifca, former Minister of Agriculture. SPAK is investigating the abuse of IPARD funds, during the period when Krifca was director of AZHBR. SPAK has received a very voluminous file from the EU, where the former minister is also mentioned.
The second name is Olta Xhaçka. SPAK is conducting several investigations against her, with the latest development being the court's decision to force the prosecution to register criminal proceedings against Xhaçka and her husband on a lawsuit by Fredi Beleri. So the same scheme as with Ilir Beqaj, who tried to escape, but the court ultimately sank him. Meanwhile, investigations into the privatization of the Port of Saranda continue.
Another name is Ceno Klosi, former director of Taxes and currently the SP candidate for deputy in Fier. He is being investigated for abuse of office. We also have deputy Klotilda Bushka, who is being investigated in the “Veliaj” file. She is accused of tampering with evidence and intimidation of witnesses.
Moving on from the blue camp, SPAK is conducting several investigations into the concealment of assets. One name that is being investigated and has publicly acknowledged it is MP Luan Baçi. There is also talk under the rug that a similar investigation has been launched for Flamur Noka.
As for the other files, we have the “January 21” case that seems to have stalled. Initially, some evidence was taken, but now SPAK has moved it a bit and is expected to be activated as a matter after the elections. There are rumors in Gërdeci that the investigations are continuing and SPAK is investigating ammunition trafficking. Let's not forget that we have two lawsuits against Sali Berisha from the Haklaj family. One lawsuit was filed two years ago and one was filed now. Let's see if SPAK will move.
The post-election period is expected to be dynamic and for another reason, this is Altin Dumani's last year as SPAK chairman. His mandate ends in December and it seems that the policy has no plans to make legal changes to enable him to run again. For this reason, the signals are that there will be strong blows from Dumani until he leaves. /Pamphlet
