
SPAK shakes up the "sheikhs" of politics, seizes the asset declarations at the HIDAA...
The High Inspectorate for Asset Declaration and Control continues to be "generous" towards those in power. Even though we have ministers, deputies, deputy ministers and officials with the wealth of sheikhs, HIDAA has significantly reduced the number of reports filed with law enforcement or justice agencies in recent years. While there used to be 60-70 lawsuits per year, now HIDAA has dropped to negligible figures.
Referring to the annual report for the past year, HIDAA reports that in 2024 it reported 23 officials, and of these, only one senior politician, whose file was referred to SPAK.
" The High Inspectorate, during the period 2014 - 2024, has referred to the Prosecution Institution, the structures of the General Directorate of Taxes/Tax Investigation, the Financial Intelligence Agency, as well as the State Police, 594 subjects, including high-level officials, such as deputies of the Albanian Parliament, mayors, judges, prosecutors, general directors, etc. For the reporting period, a total of 23 cases of criminal referrals and other referrals have been submitted, of which one case was referred to the Special Structure against Corruption and Organized Crime (SPAK) , "the report states.
The fact that there is only one indictment in SPAK means that the other 22 names are directors and low-level officials. For this reason, SPAK has taken action by sending requests to HIDAA to seize files for the people it is investigating. According to the same report, SPAK has seized files for 30 senior officials.
" Following the fulfillment of mutual commitments stemming from the implementation of the cooperation agreement with the Special Structure Against Corruption and Organized Crime (SPAK), the exchange of data and information has continued, with the aim of intensifying cooperation on issues of violations of the legal framework in the field of conflict of interest and asset declaration, as well as on possible criminal offenses related to corruption. Also, following the support of SPAK structures, on investigations initiated for officials who are subjects of declaration of private interests, it has made available, for 30 cases, all the necessary information administered by the High Inspectorate for these subjects ," the report emphasizes.
It is further stated that for the reporting period, there are a total of 101 administrative "fine" measures. While for the period 2014 - 2024, a total of 2,231 administrative "fine" measures were applied, a significant part of which were executed voluntarily or were left in force by the Administrative Court.
It should be noted that most of the fines were applied when HIDAA was headed by Shkëlqim Ganaj; after the appointment of Evgjeni Bashari, both the reports and the fines decreased significantly. /Pamphlet
