Although more cheerful than ever after May 11, Sali Berisha continues to pressure Edi Rama to order the AZHT to approve the permit for the groom's towers in Drilon and for the Shkëlzeni resort in Ksamil.
The Berisha Family's next defeat, through the Democratic Party, in the parliamentary elections of May 11, seems to be costly for Albanians. As a consolation for the loss and stress experienced in relation to SPAK, the Berisha Family has increased its claims to Edi Rama for new towers, villa complexes and resorts in the most desirable areas of the country such as in Ksamil, Drilon and around the Artificial Lake Park in Tirana.
How Shkëlzeni became the owner of Ksamil
While the son-in-law Malltezi, after being released from house arrest, is now free to finalize the towers project in Drilon, Shkëlzen Berisha has set his sights on Ksamil, to build a giant resort, through two of his sons-in-law, Rrahman Selmanllari and Shkëlqim Beshir, who have become landowners in Tirana, Lalzi Bay, Ksamil, etc.
Rrahaman Selmanllari, considered Shkëlzen's 'brother', partners in Gërdec and property extortion, as well as Shkëlqim Beshiri, considered the main 'launderer' of Shkëlzen's money in construction, have suddenly emerged as owners of large property areas in Ksamil.
Selmanllari and Beshiri, through false papers and a dark history, have managed to become owners of the 'heart' of Ksamil, specifically of the surface area of 250,000 m² (25 ha), later expanded to 137 hectares, including the 'Teqenë e Zallit'. The Bektashi Committee, represented by Baba Besnik Fekushi, Rebani Bocai, two disappeared companies, Ksamil Invest and Dola shpk, as well as Edmond Leka of Union Bank, another 'launderer' of the Berisha Family's dirty money, part of the SPAK file for the affair with the former Partizani Club, after covering up the transfers of Jamarbër Malltez by not reporting them to the Directorate for the Prevention of Money Laundering.
The decisions on the alienation of public property in Ksamil were signed by former judge Petrit Aliaj after Sali Berisha came to power. The decisions on the plunder of public property were taken by Aliaj during the years 2006-2009, expanding the alienated area several times with false documents. Four consecutive decisions were taken by former judge Aliaj, dismissed as corrupt.
Petrit Aliaj is listed as one of the most corrupt judges in Albania. When he was dismissed from Vetting, where he filed 4 reports claiming to be sick, Aliaj also hid a palace in his father's name.
Petrit Aliaj është shkarkuar edhe në vitin 2004 nga Këshilli i Lartë i Drejtësisë, por Gjykata e Lartë e riktheu në detyrë dy vjet më vonë. Në vitin 2005 ai është paguar me 47 mijë dollarë nga vëllezërit Balili, si konsulent ligjor i tyre. Por, Komisioni i Vetingut nuk ia ka konsideruar të ligjshme këto para.
Në vitin 2015, ILDKPKI e kallëzoi gjyqtarin Aliaj për fshehje pasurie, por nuk i hyri ‘gjemb në këmbë’, ndërsa edhe KLD-ja refuzoi ta shkarkonte. Petrit Aliaj ka marrë pjesë edhe në procesin e heqjes së burgimit të përjetshëm Dritan Dajtit, ku ishte anëtar i trupit gjykues. Ky vendim i rrëzuan si i paligjshëm nga Gjykata e Lartë.
Ndërkaq, në vitin 2013, Prokuroria e Vlorës nisi një hetim për tjetërsimin e pronës në fjalë në Ksamil. Gjykata dënoi për shpërdorim detyre tre zyrtarë të AKKP-së Petraq Puleri, Besnik Dine dhe Emiljana Pandazo. Tre zyrtarët, të cilët besohet se ishin paguar nga mafia e pronave me qindra mijëra euro, nuk bënë asnjë ditë burg.
Skandali nuk ndalet. Edhe pse çështja penale provoi se prona ishte përfituar përmes dokumenteve të falsifikuara, vendimi i kthimit të pronës nuk u shfuqizua. Sot pronarë rezultojnë dy ‘maskat’ e Shkëlzenit, Rrahman Selmanllari dhe Shkëlqim Beshiri. Edhe pse më i qeshur se kurrë pas 11 majit, Sali Berisha vijon t’i bëjë presion Edi Ramës për të urdhëruar AZHT që të miratojë lejen për kullat e dhëndrit në Drilon si dhe për resortin e Shkëlzenit në Ksamil.
Dhëndri Malltezi avancon me projektin në Drilon
Dhëndri i Berishës, Jamarbër Malltezi, gjatë arrestit shtëpiak për aferën me ish Klubin Partizani, avancoi me projektin e kullave në zonën e mbrojtur në Drilon, përmes prestanomes Fatmir Bektashin, i pandehur për pastrim parash dhe korrupsion në dy dosje të SPAK-ut, njëra nga të cilat bashkë me Malltezin.
Pas kopsijtes së tjetërsimit të pronës përmes blerjeve të dyshimta dhe pazareve në studion ligjore të Argitës, dhëndri Malltezi i kërkon Ramës që të urdhërojë AZHT-në për të miratuar lejen për kompleksin e palltave në Drilon.
Madje, për të shtruar presionin, Malltezi ka nisur të shesë apartamentet në ajër në Drilon, pa u miratuar leja, gjithnjë duke u kamufluar pas ortakut të tij, Fatmir Bektashi.
Jamarbër Malltezi pronar faktik i kompanisë Kontakt
Format e operimit me ish Klubin Partizani dhe në Drilon, tregon se Jamarbër Malltezi është pronar faktik i kompanisë Kontakt shpk. Se si Malltezi i tërheq përfitimet nga kompanitë e Bektashit e ka treguar dosje e SPAK; Me kontrata të paregjistruara, për shërbime konsulence dhe kontribut patriotik.
Gjithsesi Fatmir Bektashi i Kontakt dhe Jamarbër Malltezi janë të lidhur ligjërisht në ortakëri. Fatmir Bekteshi është pronar me 100 % të aksioneve dhe administrator i kompanisë Kontakt.
The company Kontakt, with registered owner Fatmir Bektashin, owns the merger of the companies Kontakt shpk & Magnet Imo shpk. Jamarbër Malltezi, under indictment by SPAK together with Bektashin for corruption and money laundering, is the owner of 50% of the shares in the company Kontakt shpk & Magnet Imo shpk.
Buying property in Drilon
While SPAK continued its investigations into the affair with the former Partizani Club, Jamarbër Malltezi and Argita Berisha had set their sights on the protected area of Drilon in Pogradec, to build a complex of buildings, using Malltezi's partner, Fatmir Bekashti with the company Kontakt shpk, as a cover, under charges of corruption and money laundering for Malltezi's file with the former Partizani Club and for the file of Erion Veliaj.
Using Bektashi as camouflage, the Malltezi couple has forged property papers in a protected area, in Pogradec, through pressure, agreements, interference, forgery and blackmail against public officials. Prapaskena learns that the alleged owners of the property in Drilon were contacted by the Malltezi couple through their people, buying the properties, just as they operated in Porto Romano, where they bought properties from the residents of the area, then selling them to Damir Fazlliç several times more expensive, while Berisha then collected the government by increasing the value of the property.
The owners of the area where construction is not allowed, in exchange for sales contracts, have received money and real estate owned by the Berisha Family. Prapaskena learns that the contracts were made with symbolic values, where the difference was paid in cash with dirty money. If SPAK will launch an investigation, it will easily uncover a flagrant money laundering scheme, similar to the affair with the former Partizani Club./ Prapaskena
