By order of Prime Minister Edi Rama, the government has decided to grant another public benefit to the notorious trafficker Gjergj Luca. On July 4, 2025, the Directorate of Fisheries and Aquaculture Services at the Ministry of Agriculture announced a public auction for the cleaning of waste in the Shëngjin Fishing Port, a territory controlled for years by the company "Rozafa Sh.pk" owned by Luca.

This company, which not only has the exclusive right to use the port, but also exercises total control over the movement of fishing gear in return for payments in cash, has a legal obligation to clean up the waste it generates itself. According to the contract and license granted for the use of the port, Luca must collect and dispose of in landfills at its own expense all plastic, organic, hydrocarbon and any other waste arising from its activities.

But as always, when it comes to Luca, the law does not apply. For years, he has dumped waste in the port without any control, accumulating it in open areas and severely polluting the area. The responsible institutions; the Environmental Agency, the Health Inspectorate, the Port Directorate and the IMT, do not even dare to look at him, let alone fine him. Instead of holding Luca accountable, the government has decided to clean up his waste with Albanian taxpayers' money.

According to the auction announcement, the cleaning will be carried out twice a month, which confirms that the waste will remain piled up for weeks in the port, while the winner of the auction will be paid from the state budget, and not from the polluting business. It is a typical clientelist scheme, where public money is used to cover the irresponsibility of a man who has built his empire on traffic, concessions and political favors.

This is not the first time Gjergj Luca has been given a bribe. Since 2016, Babloku has granted him five concessions for property of enterprises and military units in Elbasan, Librazhd, Gramsh, Përrenjas and Maliq with a total value of 3 billion euros. He has also given him the use of Lake Xarra and the coastal area of ​​Kakome-Qefal in Saranda for 30 years, free of taxes, without profit tax and with a grant of 1 million euros from EU funds for agriculture. For 11 years, Gjergj Luca has also benefited from the Lezha customs office and a monthly rent of 2,500 euros for an office he owns.

For all this wealth acquired through laws and decisions personalized by the government, Gjergj Luca has never been the subject of a real investigation by SPAK. On the contrary, despite being subject to the anti-mafia law due to his involvement in drug trafficking and money laundering, he enjoys total immunity. In fact, the government continues to pave the way for him to turn pollution into profit. For Luca, Albania is a fiefdom given to him by the government.

If justice were functional, the mere fact that a private company that is obliged to clean up its own waste is removing it with public funds would be enough to open a criminal investigation for misuse of funds and fraud.
