He who has turned the fight against illegal construction into a permanent propaganda, who posts videos of destruction and devastation at every moment, this time is surprisingly silent. This silence is not a lack of information, but a political stance that shows that when it comes to "friends" and internal connections, the law has no force.
In a country where justice should be the shield of the law and the protector of the common citizen, the opposite is happening; it has become a haven for close political and family ties that protect the interests of the minority.
The case of prosecutor Esmeranda Basho and the director of Public Services of the Delvina Municipality, Blerim Kulla, is clear evidence of this perversion of the Albanian justice system.
Kulla, a senior municipal official, has appropriated 1.29 hectares of public land through a dubious contract with his uncle's son, who was previously mayor.
Worse still, this agricultural property has been turned into a construction site and an illegal building has been built on it, while the municipality that is supposed to protect the law keeps Kulla in office.
For this entire criminal affair, prosecutor Esmeranda Basho, who has the legal responsibility to investigate and prosecute violations, has dragged out the investigations and favored the director by hiding the family and social ties that unite them. Instead of being an example of impartiality and integrity, she has become a shield for those who should be under investigation and in prison for the theft of public property.
It is suspected that the son of prosecutor Esmeranda Basho's uncle, citizen Mariglen Basho, who holds the position of judicial police officer, has interfered in this investigation. In addition to his official duty, he is also a close friend of Blerim Kulla, the director of Public Services in the Delvina Municipality, and this personal connection raises serious suspicions of illegal influence and manipulation of the investigative process.
A simple observation of the Facebook profile of citizen Blerim Kulla shows that he has almost the entire clan of prosecutor Esmeranda Basho on his friends list, which clearly shows the close connection and acquaintance between her and this citizen.
This potential influence is not simply a procedural violation, but shows how family ties and close friendships are used to capture the institutions of justice and protect private interests to the detriment of the law and citizens. This situation casts serious doubts on the integrity of the investigations and the genuineness of the prosecution's commitment to fully clarifying this case.
Këtë aferë korruptive të thellë dhe të ndërlikuar duhet ta hetojë urgjentisht SPAK, institucioni që ka përgjegjësinë për të zbardhur deri në fund lidhjet klienteliste, ndikimet e paligjshme dhe për të garantuar drejtësi të paanshme në këtë rast ku përfshihen zyrtarë të lartë dhe lidhje të ngushta familjare që kërcënojnë shtetin ligjor.
Për këtë rast është urdhëruar edhe kryerja e një akti ekspertimi në terren, por ai nuk u realizua sepse gjatë kryerjes së ekspertimit, drejtori Blerim Kulla sulmoi dhe rrahu kallëzuesin, duke penguar punën e ekspertëve dhe duke i detyruar ata të largohen, çka tregon qartë ndërhyrjen dhe presionin e përdorur për të bllokuar hetimin dhe penguar zbardhjen e së vërtetës.
Më tej, dhuna fizike e ushtruar nga Kulla ndaj kallëzuesit në momentin e akt-ekspertimit tregon qartë se këtu nuk është vetëm problem ligji, por edhe kultura e pandëshkueshmërisë dhe kapjes së institucioneve. Dhe kur prokurorja nuk ndërhyn as për të ndaluar dhunuesin, por e lejon të lirë, ajo bëhet bashkëfajtore.
Në këtë skandal, përtej individëve, përgjegjësia bie mbi kryeministrin Edi Rama. Ai që ka kthyer luftën kundër ndërtimeve pa leje në një propagandë permanente, që poston në çdo moment video me fadroma dhe shkatërrim, këtë herë hesht në mënyrë të habitshme. Ky heshtje nuk është mungesë informacioni, por një qëndrim politik që tregon se kur bëhet fjalë për “shokët” dhe lidhjet brenda vetes, ligji nuk ka asnjë forcë.
Edi Rama përdor “luftën kundër ndërtimeve pa leje” për të fituar pikë politike, por në raste si ky i Delvinës, ku grabitja e pronës publike bëhet nga njerëz të afërt, hesht dhe e lejon drejtësinë të zvarritet. Ky është standardi i dyfishtë që po vret besimin e qytetarëve te shteti dhe ligji.
Në vend që të jemi dëshmitarë të një sistemi ku ligji është i barabartë për të gjithë, po përballemi me një drejtësi selektive dhe të kapur nga politika, ku miqësitë dhe lidhjet familjare kanë më shumë fuqi se vetë ligji.
Përse Rama hesht për rastin Basho-Kulla?
Heshtja e Kryeministrit Edi Rama për këtë skandal të rëndë nuk është rastësi, por një zgjedhje e qëllimshme politike. Në rastet kur shkelësi i ligjit është drejtor i partisë në pushtet, mbështetësi i afërt dhe një nga njerëzit kyç në strukturat e qeverisë, Rama nuk do të rrezikojë të humbasë një aleat të rëndësishëm. Për të, interesi politik është mbi ligjin, dhe kjo tregon qartë se lufta kundër korrupsionit dhe ndërtimeve pa leje është vetëm një propagandë për qytetarët e thjeshtë, ndërsa për “shokët” e pushtetit ekziston një drejtësi e veçantë dhe e butë. Kjo heshtje politike e Ramës është një mesazh i hidhur për shqiptarët, në këtë vend, kush ka lidhje dhe pushtet, mund të shkelë ligjin pa u ndëshkuar.
Edi Rama has spoken out loudly and with unprecedented severity against Prosecutor Gjeli of Shkodra, who unfortunately has no political support, given that her father holds a simple and honest job as a taxi driver, a pure example of a simple man facing justice without any protective net.
Meanwhile, regarding the scandal of prosecutor Esmeranda Basho, Rama has chosen absolute silence. This silence is not only a lack of responsibility, but a clear signal that in this system, family ties and positions of power are what determine who is punished and who is kept on the throne.
Basho's uncle's son, former socialist party leader and administrator in key positions such as the Saranda, Delvina and Himara landfill, is a perfect example of the "double standard" that Rama skillfully uses, when it comes to his people, silence and protection are the norm; when it comes to others, attack and contempt are inevitable. This situation ironically shows us that justice in Albania is nothing more than a political theater with roles clearly defined by party connections and interest.
Or maybe Edi Rama does not react to prosecutor Esmeranda Basho because she diligently protects the "soldiers" of the ruling party; in a system where political protection is valued more than the law, the silence towards Basho clearly shows how far the state is from true justice, where justice serves as a guardian of party interests and not of citizens./ Infront-al
