The socialist majority has approved the agenda for the plenary session, continuing with the voting on the issues foreseen in the Assembly's agenda, despite strong tensions in the hall and the blocking of the rostrum by opposition MPs.
The decision came after the Assembly earlier approved with 84 votes in favor, 7 against and no abstentions the proposal of the head of the Socialist Party Parliamentary Group, Taulant Balla, to suspend discussions on the administrative-territorial reform reports and move on to other items on the agenda. Among the MPs who voted in favor was Prime Minister Edi Rama, who joined the plenary session.
Even after this decision, the opposition did not withdraw from the podium. Democratic MPs continued to block it, while throughout the voting process, cries of "Thieves" and "Resignation" were constantly heard in the hall, adding tension to the parliamentary proceedings.
Before moving on to the vote, the session was accompanied by intense debates on the administrative-territorial reform. Taulant Balla accused the opposition of implementing a scenario to impede the normal development of the Assembly's proceedings, by blocking the rostrum to prevent the presentation of expert reports.
" There is no surprise. What you say that the territorial reform will be voted on today is untrue. Today, the reports of both parties are being presented. Given that the deputies are repeatedly blocking the podium, I request the cessation of discussions and the transition to the issues on the agenda ," declared Balla.
On the other hand, the opposition opposed the way the majority is handling the territorial reform. The co-chair of the commission, Luciano Boçi, accused the SP of acting unilaterally and that the report being presented was not a product of the Parliamentary Commission.
" This report that you want to pass today is not a product of the Parliamentary Committee. There can be no final report without first passing it through the committee. You say that the deadline has passed, but I say that the work is not finished ," said Boçi.
The head of the DP Parliamentary Group, Gazment Bardhi, also opposed the continuation of the procedure, stating that the document on territorial reform had been sent to MPs by e-mail the day before, without clarifying its origin, while requesting a three-month extension of the mandate of the Special Commission on Territorial Reform to complete the consultations and obtain the opinion of the Congress of Local and Regional Authorities of the Council of Europe.
Despite the opposition's objections, the majority passed the agenda for a vote, which includes draft resolutions for the evaluation of the activities of the High Judicial Council, the High Prosecutorial Council, the High State Audit, the General Prosecutor's Office, SPAK, the People's Advocate and the High Inspector of Justice for the year 2025.
Normative Act No. 2, which provides for amendments to the 2026 budget law, and Normative Act No. 3, which relates to the partial financing of the organization of a cultural-tourism activity of international proportions, were also approved for consideration. The agenda also included a package of draft laws related to economic groups of European interest, European societies, the Civil Code, the law on tourism, the Maritime Code, the State Attorney's Office, the Agency for the Support of Civil Society, accounting, industrial property, discipline in the Armed Forces and the State Police.
Meanwhile, outside the Parliament building, the situation remains tense. Since 08:30, hundreds of citizens gathered in protest in front of the Parliament. During the morning there were clashes between protesters and police forces, where tear gas, pepper spray and other means were used to disperse the crowd. / Pamphlet
