For several months now, Prime Minister Edi Rama has fully introduced the Albanian Investment Corporation (KIS) into the scheme for the transfer of public assets to private companies and concessions with full financial administration by private individuals on their behalf.
This corporation, created on July 15, 2020, has exploited state assets to give them to private companies, taking advantage of everything that can be obtained and leaving the real users of these assets, citizens and state institutions, in the dark.
On July 24, 2025, the Albanian Investment Corporation announced the opening of the competition for the development of the "Skënderbeu" stadiums in Korça and "Flamurtari" in Vlora, transferring these facilities to private hands for full development and use.
After the completion of the projects, private individuals will benefit from 100% of the profits, similar to the stadium in Durrës, while Rama has granted permission to use public spaces for the construction of towers and palaces, donating them for long-term use to private individuals.
The Albanian Investment Corporation is under the direction of Blendi Gonxha, who is closely linked to Babloku's Bazaars.
This structure has been part of a movement that has used state assets to enrich the friends of the government, while citizens have been left out of any opportunity for real benefits from the assets that represent the common income of the Albanian people.
In 2024, the Investment Corporation took 261,800 m2 of land from the "Radio Station" in Xhafzotaj from RTSH and gave it to the creation of the "Durana Tech Park" technology park as a PPP (Public Private Partnership), thus donating a large asset to private companies.
On May 28, 2025, also through the Corporation, the "Asllan Rusi" sports palace was transferred to private hands, where in addition to profits from the use of the spaces, towers will also be built on state territory.
The corporation has exploited unimaginable benefits from public assets.
With Decision No. 185 dated March 27, 2024, it granted the private party permission to use and develop buildings in Tirana and Saranda.
In such actions, the Corporation has favored its private partners and provided opportunities for quick profit, leaving citizens without the opportunity for real benefits from the assets that represent the common income of the Albanian people.
Another point of concern is the fact that this corporation has distributed millions of euros from the state budget without transparency and without clear reports on the use of funds. The audit of the Ministry of Finance has found that for the period 2020-2022, the Corporation has received 45 million euros from the state budget, but there has been no clear information on the use of these funds, leaving room for suspicions about the use of money and possible abuses.
Since 2014, Rama has used the “1 Euro”, “Strategic Investments”, and “Revitalization of State-Owned Enterprises” contracts to transfer public wealth into private hands. Using these schemes, he has enabled the privatization of 21 billion Euros of state assets, which were donated and used by his friends and individuals closely associated with him.
In the same vein, the remaining assets, which are still in the hands of the state, are being passed one by one through the Investment Corporation, which has begun to make other manipulations of state property, including the public assets of Tirana and Saranda, supporting the interests of its private clients. This scandal, which concerns the granting of permits and certificates for looted properties and the manipulation of the ownership system, requires an in-depth investigation by the justice authorities and SPAK to discover how this abuse occurred and to ensure that they are returned to the service of citizens and the development of the country./ Pamphlet
