A new report drafted by a group of Albanian experts, supported by European Union funds and linked to European partner institutions, is expected to cause a political and public earthquake in Albania.
The document, which came as a result of several months of work with data collected from the field, from open investigations, intelligence sources and government archives, is a detailed map of the systematic plunder of public and private property by Albanian politics in the last 30 years.
Who has Albania in their pocket?
The report focuses on over 70% of properties in the country's most sought-after tourist areas, which are found to be in the direct or indirect hands of high-ranking state officials, politicians, judges, prosecutors, MPs and their families. Some of these properties have been formalized with "presta nome", persons under the control of the political elite who administer the assets in their name, while the profit ends up with the real owners.
From Saranda to Velipojë: occupied lands, villas and hotels for the political oligarchy
The report describes a frightening picture of the transformation of public property and agricultural land into luxurious private estates through personalized permits, legalizations with fake documents, contracts with the government, and open support from municipalities and state institutions.
In the north, SP MP Xhenis Çela, daughter of former MP Agron Çela, is mentioned as the owner of several tourist structures in Velipojë. In the south, Luan Baçi, DP MP for Fier, is mentioned as the owner of a luxury hotel in Uji i Ftohtë, Vlorë, opposite the government villa where Edi Rama is vacationing.
The coast, an exclusive property of the "caste"
The report also mentions the names of former SP and DP MPs, who, although no longer politically active, continue to control entire areas on the southern coast, especially in Vlora, Dhërmi, Palasa, Jale and Ksamil, with hotels, resorts and villas.
A former SP MP, linked to Gramoz Ruçi, turns out to be a key player in the Vlora tourist port projects. While a former DP MP in this region has built one of the most luxurious hotels in the south with direct connections to firms that win tenders in road and energy infrastructure.
Durrës, Golemi and Lalzi Bay, part of the power map
Tirana, Durrës, Golemi, Lalzi Bay and the urbanized areas on the outskirts of Tirana are also part of a property chain that leads to political figures. In many cases, the assets appear in the name of anonymous companies, but the profit is traced to characters with strong political and economic power.
Strong recommendation for SPAK: Asset investigation without exception
The report concludes that the majority of these properties have been transferred in a suspicious manner, with many of them having no record of the source of the construction capital. The report clearly calls on the European Union to condition funding for justice institutions until SPAK launches a comprehensive asset investigation for all active and retired politicians, judges, prosecutors and their families.
