The line of scams for tower block, hotel and resort permits for oligarchs and SP politicians, disguised behind screen and showbiz characters, is one of the tricks that Prime Minister Edi Rama has been using in recent years.
The same scheme was used with the permit for a tower with 33 floors above ground and 4 floors underground in the center of Vlora, granted to the company "DGC", established on February 28, 2024, with capital of about 11 thousand euros.
This company was created by comedian and former "Big Brother" resident, Donald Veshaj, and Glenis Çobo, with 50% shares each; who, it is said, in December 2024 sold 50% of the shares for 5,000 euros to the company "Anchor Investment" owned by Albi Shyti, but without reflecting it in the National Business Center.
According to information and two strong pieces of evidence, it is said that behind the permit for the 33-story tower above ground and 4 floors underground in the center of Vlora, requested by Donald Veshaj and his partner Glenis Çobo and accepted by the National Territorial Council, are the builder Pandeli Carapuli and the SP MP, Vullnet Sinaj, owner of "Big Market".
Pandeli Carapuli's company "Eurocol", a friend of Prime Minister Edi Rama and builder of his mansions in Surrel, turns out to be a sponsor of comedian Donald Veshaj's activity and the "X Media" platform owned by his brother Romeo Veshaj.
Meanwhile, Donald Veshaj's partner in the company "DGC", which has applied for the tower permit in Vlora, Glenis Çobo, is the son-in-law of the SP MP in Vlora, Vullnet Sinaj, owner of "Big Market".
It is no coincidence that two people with no connection to the construction business, who have only 11 thousand euros in capital and have had no activity or tax balance since the company was founded, are seeking to build a tower with 33 floors above ground and 4 floors underground with an investment value of millions of euros.
The evidence that reveals the fact that behind the tower construction permit requested by comedian Veshaj and his partner Çobo are Pandeli Carapuli and MP Vullnet Sinaj of "Big Market", is added to the fact that the request for the tower permit was addressed at the KKT meeting on April 29, 2026, just 1 week after the request was submitted.
The official website of the Territorial Development Agency (TDA) has not published the decisions on construction permits that were approved at the meeting on April 29, 2026, which also includes the permit for the "Veshaj" tower, but despite it being kept secret, the people say: "The minaret doesn't fit in the bag."
Even if this tower is truly an investment by comedian Donald Veshaj and his partner Glenis Çobo, the "mystery" is the source of the millions that will finance this tower and the ownership of the land in the center of Vlora.
Because Donald Veshaj is listed as having a salary of 34 thousand lek per month as a television program presenter, while his partner Glenis Çobo, son-in-law of MP Vullnet Sinaj, is not listed as employed.
