40 hectares in Fier are being taken away from residents for a 35 million euro photovoltaic business, SPAK is silent!
During his 12 years in power, Prime Minister Edi Rama has given Pëllumb Salillari around 600 million euros in tenders, concessions and state assets, but their bargaining has also continued with the plunder of farmers' land.
Six months ago, with Government Decision No. 309, dated June 4, 2025, Prime Minister Edi Rama donated 40 hectares of land in Fier to the wife and brother-in-law of Pëllumb Salillari, for the construction of a photovoltaic power plant in the village of Boçovë, Fier.
Prime Minister Edi Rama seized this land area from the farmers, residents of the village of Boçova, through manipulations and falsifications in the Cadastre, passing it to the concession company "Albania Solar Power", with administrator and owner Engjëll Agalliu, brother-in-law of Pëllumb Salillari from the village of Tërpan in Berat.
Through this brother-in-law's company, created on February 22, 2024, Pëllumb Salillari has received the concession for the construction of an 82-megawatt photovoltaic power plant, with which he will conduct the business of producing and selling energy for 49 years.
Engjëll Agalliu's "Albania Solar Power" company, created 18 months ago, has a capital of only 100 thousand lek and has not carried out any activity, a fact that creates the belief that the financier and real owner of the photovoltaic plant is his brother-in-law, Pëllumb Salillari.
This is also confirmed by the fact that the construction works for the photovoltaic power plant are being carried out by the company "Bervi Construction Sh.pk", under the administration and ownership of Afërdita Salillari, the wife of the oligarch Pëllumb Salillari. This company, until October 10, 2011, was owned by him under the names "Salillari Construction" and "BERVI-1".
So, the financier and de facto owner of the photovoltaic power plant in the village of Boçovë, Fier, is Pëllumb Salillari, but he disguises himself behind the name of his wife Afërdita Salillari and brother-in-law Engjëll Agalliu, to hide the traces of this investment worth around 35 million euros.
The investment is being carried out on 40 hectares of land owned by farmers, residents of the village of Boçovë, Fier, who have benefited from it under Law 7501 and have owned it for 33 years.
But the power of Edi Rama's order in the Cadastre took away their lands and gave them to the oligarch Pëllumb Salillari, registering them with the company "Bervi Construction Sh.pk" of his wife Afërdita Salillari from the village of Tërpan, while this company gave them to his brother-in-law's company "Albania Solar Power" for use for 50 years, for the construction of a photovoltaic power plant.
The residents of the village of Boçovë, in accordance with the law, have filed a criminal report with the Fier Police for the occupation, robbery and destruction of agricultural lands by the oligarchic family gang "Salillari", but the local police, on orders from the center, have not initiated criminal proceedings and have not blocked the works.
Under the name of another brother-in-law, Hektor Agalliu from Tërpani in Berat, a warehouseman at the "Salillari" company, Pëllumb Salillari has also received a 60 million euro concession from the state budget for the construction and operation of the New Commercial Port in Triport in Vlora, for 35 years.
Residents will also turn to SPAK, but this investigative structure is not dealing with Pëllumb Salillari, although there are five other criminal charges against him for illegal construction, land occupation, destruction of protected areas, river beds and money laundering of corruption and the underworld./ Pamphlet
