Permits for photovoltaic power plants are continuing unabated with government decisions, permits that constitute a state economic crime, because through them, Prime Minister Edi Rama has robbed and donated dozens of hectares of public land, as if his father had left him an inheritance.
Such is the permission that Prime Minister Edi Rama granted on December 19, 2025 for the investment, construction and operation of a photovoltaic power plant, with a capacity of 49.96 megawatts, in Mesopotamia, Bistrica, by the company "GREENSOL Sh.pk".
This company is 100% owned by the oligarch Bashkim Ulaj, created by him on September 15, 2022, including as a fictitious partner with 30% his employee Foto Zgobo from Himara, from whom, a month and a half after the company was created, he bought the shares for 30 thousand lekë.
Through this company, Bashkim Ulaj has received permission for the "Mesopotamia" photovoltaic power plant in Bistrica, on 45 hectares of state land, which was donated to it by Prime Minister Edi Rama.
The permit and license to operate the photovoltaic power plant will be for 49 years, when the law on these types of permits does not allow a license for more than 20 years, but Bablok does not respect the laws, as long as SPAK is not dealing with its affairs.
Prime Minister Edi Rama has granted another permit for the construction of a photovoltaic power plant to the company "Rozafa Sh.pk", in the Shmil area of Elbasan, on 40 hectares of state-donated land with a usage period of 49 years.
In addition to free state land, Babloku has also granted the prime minister's two friends the favor of not paying central and local taxes on land, business, and the environment for 20 years, as according to the decision, they will "give the state" only 2% of the energy they produce.
In total, the oligarch Bashkim Ulaj has received 380 hectares of land, plots and state facilities for free, including land for the Roskovec power plant, areas for palaces, towers, hotels and shopping centers in Tirana and the coast, as well as hills for quarries and inert materials in the areas of Kruja, Vlora, Elbasan, Lezha and Kukës.
Meanwhile, the smuggler fisherman Gjergj Luca, has received a total of 132 hectares of land and state facilities for free, including warehouses and lands of the former State Reserves in Elbasan, former military units, former enterprises and lands in Zall-Shkumbin, Zarranikë, Labinot and even Bulqizë./ Pamphlet
