The confirmation procedure of the new US ambassador in Tirana, David Kostelancik, has failed.

The Senate has published a letter, which states that the deadline has expired to seal the confirmation of the diplomat that President Biden had decreed as ambassador with full power in Albania.

The Senate has neither rejected it, nor confirmed it, so it will be necessary for Biden to procedurally bring it back to the Senate once again before January 20, or Trump to do so after January 20, and if not, appoint a new ambassador.

If this happens, i.e. the appointment of a new ambassador, then the procedures of confirmation by the senate, accreditation and arrival will be extended even more.

A well-known former diplomat told 'Pamphlet' that he finds this delay of the ambassador's arrival quite strange, when in reality there was no opposition to him from the Republicans, who are political rivals of President Biden.

According to the diplomat, there seems to be an important lobbying to create this situation.

The lobbying cannot but come from Tirana, where there are strong and important circles, to which it is appropriate that the American embassy does not have a "boss" with full power.

Although the US embassy in Albania is headed by a chargé d'affaires, this diplomatic rank does not have the power of an ambassador who is decreed by the President and sealed by the Senate.

Seals that give the ambassador the same power as a minister or Secretary of the American administration.

What are the districts that benefit from this status'quo in Tirana? The first is Edi Rama, as well as his "friend-enemy" Sali Berisha.

Meanwhile, all other parts of politics, especially the new parties, the anti-Berisë opposition, but also political circles within the SP that are threatened by Edi Rama, would feel more protected and safer with the acceptance of an American ambassador plenipotentiary.

Since, as has always happened, the American ambassador maintains an energetic connection with various political elements and nurtures voices that are more and more different, even critical of the powerful rulers.

This is what happened last time with Ambassador Yuri Kim, who clashed strongly with Edi Rama and Sali Berisha, while maintaining relations with other parts of politics, and even encouraged the creation of new parties with different voices.

One can call it an excess, even stupidity, that Tirana influences to delay the ambassador. But the former diplomat told 'Pamphlet' that this thing, that is, influence, is not difficult to happen. Especially for political circles that own or manage to secure large amounts of money. Which are used to lobby the senate. It only takes 1-2 senators to block the confirmation process for an ambassador. This has also happened in the past, practically in 2019, before the appointment of Yuri Kim, when the Senate overthrew Anna Kavalec, the first ambassador, decreed by Trump to Tirana.

There are rumors, even consistent ones who said that there was lobbying from Tirana for the blocking of Kavalec. Where the main accused are Sali Berisha and Ilir Meta, whose interest was to delay the installation of the reform in the Justice as much as possible. But, as is well known, they rained down in the hail, as Donald Trump immediately decreed the chief of staff of Antony Blinken, then DASH's number two. Regarding Ambassador Yuri Kim. Even Berisha's Non-Grata, it is very likely that he got a kick out of these maneuvers that went all the way to Washington. And the investigation of Ilir Meta, as the file shows, was fueled precisely by the money spent on lobbying in the American Congress.

Today, Sali Berisha, like Edi Rama, is interested in not having a full-fledged ambassador, in order to keep the position of primacy in the opposition, as well as to continue blackmailing SPAK prosecutors and GJKKO judges.

Meanwhile, Edi Rama also wants to strengthen his sultanate until the elections, without having a spark from Washington that would blow it up. After the elections, where Rama would be the first in power, and Berisha the first in the opposition, things would be easier for them.

While from the presence of a full-fledged ambassador in Tirana, not only the activity would be more dense, but also the pressure of the diplomatic community would increase a lot.
