Edi Rama, apart from the first time he won the elections, announced his governments for the two following terms in mid-summer. An act that was not only theatrical for the media, but was also a calculated political move.
In 2013, Rama had no problem with the composition of the cabinet, because the government had split on April 1, with the PS-LSI pact and the agreement that, in addition to the executive posts, guaranteed Ilir Meta the mandate of President of the Republic for 2017.
However, the Rama-Meta relationship was not an alliance of trust, but a mutual blackmail. Every week, the new prime minister was obliged to go to Meta's office, not in an institutional meeting, but as a "compulsion to appear", to harmonize agendas and to give guarantees on votes and concessions.
Fear of backstage events forced Rama to announce the government only after the constitution of the Assembly, to avoid any political fallout.
In 2017, with 74 mandates, Rama breathed freely, freed from the "Meta grip". This prompted him to announce the new government at the end of July, demonstrating undisputed strength and power. Sources close to the Prime Minister's Office claim that Rama will not go to the Presidency himself with the names of the cabinet, but will wait for the constitutional procedures that begin with the mandate and the decree by the President. A behavior that contradicts his previous contempt for legal formalities, but which this time is related to his insecurities and fears.
The Prime Minister is terrified that something serious could spoil his fourth term celebration.
