The vacant positions in the Supervisory Council of the Bank of Albania will not be filled within this year.
Due to the delayed start of the candidate selection process, it will not be able to be finalized before the end of the mandates of the existing members, on December 21.
According to sources from the Assembly, the process of evaluating and voting on the candidacies that have applied will take place at the beginning of next year.
The last session of the Assembly for this year is expected to be held on December 18. Time does not allow for the review and selection of candidates within this deadline.
Members of the Supervisory Council may not continue to exercise their functions after the end of their mandate. Meanwhile, the Law “On the Bank of Albania” requires that the meeting of the Supervisory Council be held with the presence of more than half of the appointed members, including the presence of the Chairman or Deputy Chairman of the Supervisory Council.
This means that, in the current situation, the Supervisory Council of the Bank of Albania will no longer have a quorum to make decisions.
This is not the first time that the process of filling vacancies in independent institutions has been delayed. The Supervisory Council of the Bank of Albania faced such a situation in 2018, before the election of members whose mandates were about to expire. Even in that case, the number of completed mandates was six. The failure to fill vacancies on time blocked decision-making in the Supervisory Council for a short time.
In December 2025, the seven-year mandates of the six members of the Supervisory Council, elected at the end of 2018, will end. Nearing the end of their mandates are the First Deputy Governor, Luljeta Minxhozi, and the non-executive members of the Council, Artan Hoxha, Violeta Staka (elected in 2020, to complete the mandate of the former member, Arben Malaj), Edlira Luçi, Ridvan Bode, Suela Popa.
Luljeta Minxhozi, Artan Hoxha and Violeta Staka are candidates proposed by the Albanian Parliament, while Edlira Luçi, Ridvan Bode and Suela Popa are candidates proposed by the Council of Ministers. Consequently, the Prime Minister's Office and the Parliament must also carry out the procedures for the selection and proposal of new members.

The Albanian Parliament is expected to consider all candidacies for the Supervisory Board of the Bank of Albania together, after the Council of Ministers has officially submitted its proposals for the vacant positions. This is expected to happen only after January of next year.
According to the Law “On the Bank of Albania”, all members of the Supervisory Council are elected and appointed by the Assembly of the Republic of Albania. Five of the members are proposed by the Assembly, three members are proposed by the Council of Ministers and one member is proposed by the Supervisory Council itself.
The law provides that candidates for members of the Supervisory Council must be persons of integrity and moral purity, as well as those who have higher economic or legal education; professional experience in financial and banking matters; professional qualifications of the profile; work experience of over five years in public administration or in financial and banking institutions.
According to the law, the function of a member of the Supervisory Council is incompatible with the function of an employee, administrator and shareholder, with an influential participation in a second-tier bank or in entities licensed by the Bank of Albania.
A total of 19 candidacies were presented in the procedure opened by the Albanian Parliament: Artan Hoxha, Luljeta Minxhozi, Violeta Staka, Elton Korbi, Selami Xhepa, Pajtim Melani, Matilda Shehu, Saimir Muçmata, Eriona Bejleri, Fatmira Kola, Eni Xheko, Holta Zaçaj, Frosela Filo, Merita Bejtja, Arben Zibri, Ingrid Konomi, Adela Karapici, Emis Çerava and Liljana Mamadhaj. /Monitor/
