Concessions continue to erode the state budget. Today, the budget for 2024 went to the Assembly and a large part of the income will go to finance the famous PPPs.
According to the budget report, there are 11 active concession contracts and the budget that will go to them is ALL 14,298,346,000. A high increase compared to a year ago, where 13,084,651,000 ALL went to PPPs. So we have an increase of nearly 1 billion new ALL.
" Regarding compliance with Article 4/2 of Law no. 9936 dated 26.06.2008 "On the management of the budget system, where it is determined that: "...the total amount of annual net payments, made by the government units of general, which result from the concession contract or public private partnership (PPP), as a rule, should not exceed the limit of 5 percent of the actual tax revenues of the previous budget year...", it follows that: For the year 2024, the limit allowed net payments for concessionary/PPP contracts, of 5% of actual expected tax revenues of 2023, is about ALL 29.8 billion. For the year 2024, the annual net payments that are expected to be made by the general government units for the concession/PPP contracts, amount to about 14.3 billion ALL. Consequently, the 2024 budget respects the above-mentioned legal limitation in implementation of the respective fiscal rule, since the estimated value of about 14.3 billion lek for the annual net payments of concession contracts or PPP for the year 2024, constitutes only 2.4% of the total actual tax revenues expected for the year 2023 of about ALL 595.8 billion ", it is emphasized in the budget.

It is further emphasized that the budget funds allocated according to the plan with changes for the year 2023 reported by the relevant Contracting Authorities, with the destination of budget support for concessionary/PPP contracts, result in a total of about 13.08 billion ALL. Of these, about ALL 5.11 billion are investments and about ALL 7.97 billion are current expenses.
According to the report, compared to the actual payments of 2022, which reached the value of about 12.64 billion ALL, the planned payments for 2023 are about 3.5% higher or about 443.7 million ALL more.
The actual payments for the 9-month period 2023 result in the amount of about 7.98 billion ALL or 61% of the annual plan with changes for 2023. Of these, the highest level of payments was realized in the month of March with about 1.54 billion ALL or 19.3% of the payments actual 9 months: The highest payment made in March is the payment of about 510 million ALL for the "Improvement, Construction, Operation and Maintenance of Arbri Street" contract, which constitutes 33% of the total actual payments made in the month of March.
According to the Ministry of Finance, for some concessionary/PPP contracts with budget support, for the 9-month period of 2023, there was an increase in budget payments compared to the same period a year ago, where we single out the contracts:
- " Improvement, Construction, Operation, Maintenance of the Yacht Port-By Pass Orikum-Dukat Road ", where the actual payments for the 9th month of 2023 are about ALL 367.8 million higher than the 9th month of 2022.
According to the Contracting Authority (MIE), this difference is argued with the change in the financial model of the contract in question, where even in annual terms the total payment plan for 2023 is about ALL 606.3 million higher than the total actual payments of 2022.
- " For the Improvement of the Educational Infrastructure in the Municipality of Tirana 'For the Design, Financing, Construction, Furnishing, Maintenance, Supervision and Inspection of five educational facilities in Tirana Zone 1 and for 4 educational facilities in Tirana Zone 4", where the actual payments for 9 in the month of 2023 are about 302.6 million ALL higher than in the 9th month of 2022.
A few days ago it was the IMF that demanded caution with the concessions, as they are eroding the budget, but the government continues with its veil and the ones who suffer are always the citizens. / Pamphlet
