The process for the dismissal of Prof. Dr. Edit Xhajanka has entered a new phase, after the HIDAKKI has blocked the procedure initiated at the University of Medicine of Tirana. The decision has raised serious questions about the legality of the actions taken by the University and the possible conflict of interest in the administration of this matter.

According to sources provided by "Pamphlet", Prof. Xhajanka, one of the most critical voices in the Academic Senate and the Faculty of Dental Medicine, had requested that Rector Xheladin Dracini and the Ethics Council examine a series of violations related to the actions of the Dean of the Faculty of Dental Medicine, Silvana Bara.

The same sources claim that, instead of these materials following the institutional procedure and passing them on to the Ethics Council, a different path was taken. According to them, the Bara deanery has asked Rector Dracini for support in not allowing the Ethics Council to review these materials.

According to sources, a report was then drafted by the Bara Deanery, based on Article 72 of the University Statute, which was used to initiate disciplinary proceedings with the request for the dismissal of Prof. Xhajanka, former dean of the Faculty of Dental Medicine for eight years, currently a member of the Academic Senate and Head of the Department of Somatological Orthopedics.

According to the information provided, Rector Dracini has previously collaborated with several colleagues of Prof. Xhajanka, who submitted complaints against her to the Rector, in order for the matter to be handled by the Ethics Council at the University of Medicine, with the aim of its findings being used as a basis for further administrative measures. However, the University's Ethics Council, after analyzing the complaints against Ms. Xhajanka, did not find any violations and consequently did not produce any act or administrative decision to support the taking of measures against Prof.dr. Edit Xhajanka

Sources claim that these actions, undertaken in different phases, were aimed at removing Prof. Xhajanka from the University of Medicine of Tirana, considering him one of the most critical voices within the institution.

The rightful intervention of the HIDACCI has suspended this procedure, drawing attention to the way the entire process has been administered.

Meanwhile, "Pamfleti" has learned that Prof. Xhajanka has filed documentation and reports with several state institutions, including the Ministry of Education, the Supreme State Audit, the Ethics Council at UMT, the Academic Senate, the Board of Administration and the HIDAKKI itself. According to the information provided, part of this documentation is also an official information sent to Rector Dracini, with the request that he forward it to SPAK, an issue that was also raised in the Academic Senate by Prof. Xhajanka.

If these circumstances are confirmed by the competent institutions that are examining this case, they may raise serious questions about the way complaints are handled, the functioning of ethics mechanisms, the respect of legal obligations by the university's governing authorities, as well as the implementation of legal guarantees that protect whistleblowers from any form of retaliation.
